Draft as of 1/18/90 CITY OF ROSEVILLE DEVELOPMENT CONTRACT This Agreement is made and entered into on the __ day of , 199_, by and among the City of Roseville, a mi1i►.i cipal.ity of the State of Minnesota ( the ,city,,); and Welsh. Ci-ossrc)ads 89, a Minnesota general partnership (the "Developer") (collectively the "Parties"). WHEREAS, the Developer owns certain real property legally described on Exhibit A hereto and the improvements located thereon which include a retail shopping center and parking facilities and which are commonly referred to as "Pavilion Place" (collectively the "Pavilion Place Parcel"); and WHEREAS, the Developer owns certain real property adjacent to the Pavilion place Parcel legally described on Exhibit B hereto (the "Crossroad-z Parcel"); and WHEREAS, the Developer intends to construct an addition to flay.i.l.i on Place, to be called "Crossroads of Roseville" on the l'i-ossroads Parcel; and WHEREAS, the Pavilion Place Parcel and the --.:ossroads Parcel i )(104the,- with any improvements constructed or to be constructed 11it',reon and any easements appurtenant thereto, shall be referred to (—Llect ively as the "Project". WHEREAS, the Developer has requested that the City: 1. Amend its Comprehensive Plan to allow for the rezoning of tale Crossroads Parcel from a R-1 zoning classification to a SC zoning classification. 2 Amend the City's official Zoning Map to rezone the Crossroads Parcel from a R-1 zoning classification to a SC zoning classification; pursuant to the provisions of Chapter 16 of the City Code of Roseville (tile "City Code") . 3. Approve the Planned Unit Development ("PUD") that the Developer has proposed for. the Croq.iroads Parcel pursuant to the pl.-t-iv.isions of Chapter 17 of the City Code. 4. Gi:ant the Developer a variance from the requirements of 1;cortioil of the City Code pursuant to the provisions of Chapter I of the City Code which variance shall allow Developer to 5. Approve the preliminary and final Plat of Welsh Crossroads f10, pursuant to the provisions of Chapter 20 of the City Code.
