The City, party of the second part, shall have the right to <br />discharge storm waters upon, and to cause flooding and ponding upon, <br />that parcel hereinabove described as the ponding area. <br />2. The elevation of the parcel at the line separating the ponding area <br />from the balance shall not be above 919.7 mean sea level U.S.G.S. <br />datum. <br />
