No parking or service area <br />shall be less than five (5) feet from a property line and a box <br />curb shall separate the public sidewalk from such parking and/or <br />service areas, except at approved entrances and exits. <br />4) Lighting. All lighting shall be shielded, deflected, or diffused so <br />as to not cause any beamed, directed, or intense lighting to fall <br />upon adjacent land being utilized for residential purposes or to <br />not cause any traffic hazard. <br />5) Pump Islands. Center line of pump island shall be not less than <br />twenty-five (25) feet from a property line. <br />6) Driveways. No driveway at a property line shall be less than <br />fifty (50) feet from the intersection of two street right-of-way <br />lines. <br />7) Signs. Each service station may have one (1) pedestal -type sign <br />not in excess of sixty-four (64) square fc:t nor more than <br />twenty-five (25) feet in height erected within the front yard and <br />no part of the sign shall be less than six (6) feet from a <br />property line (horizontal distance). The pedestal shall not be <br />greater than eighteen. (18) inches in diameter and not part of the <br />sign surface shall be' less than sixteen (16) feet vertical distance <br />from the grade of the nearest driveway or parking area. The <br />pedestal shall not be less than five (5) fee from a driveway. <br />8) Other Products. If service stations sell products other than gas, <br />oil, and other petroleum products, auto parts and accessories, or <br />sales from minor vending machine products, then all other retail <br />sales shall be conducted only in complianf.'a with all requirements <br />and conditions for sales in 6-3 Districts. <br />9) Regulations by City Council. All conditions pertaining to a <br />specific site are subject to i egulation by the Council with or <br />without recommendations by the Planning Commission when the <br />Council finds that the general welfare and public betterment can <br />be served by modifying conditions. <br />5. The criteria for issuing a Special Use Permit under the Roseville <br />Ordinance is as follows as noted in Section: <br />1) Impact on traffic. <br />2) Impact on parks, streets, and other public facilities. <br />3) Compatibility of the site plan, internal traffic circulation, <br />landscaping, and structures with contiguous properties. <br />4) Impact of the use on the market value of contiguous properties. <br />5) Impact on the general public health, safety, and welfare. <br />6) Compatibility with the City's comprehensive plan. <br />6. The proposed development conforms to ordinance requirements as to <br />setbacks for the structure, parking, and driveway. Service stations as <br />you %,H note from the Special Use Requirements are allowed one pylon <br />sign within six feet of the public right-of-way if the s' jn does not <br />exceed 64 square feet. The sign, as indicated in the attached material, <br />is proposed to be 60 square feet plus 40 square feet on the building, <br />where a maximum of 100 square feet is allowed. <br />7. The canopy over the pump islands, however, is supposed to 30 feet from <br />the public right-of-way and appears to be about 10 feet.
