The Planning Commission considered Mr. Spear's proposal to divide his <br />property into three single-family lots at the regular meeting of April 9, <br />1986. You will recall that at that time there was discussion regarding <br />the need for a storm sewer easement north/south through the low area <br />from the south end of the property to County Road B. There was also <br />discussion relating to the provision of a six foot sidewalk easement on <br />County Road B and a restriction to a driveway crossing the diagonal <br />right-of-way at the intersection. Rather than proceed to the Council <br />with these conditions, Mr. Spear has chosen to revise other aspects of <br />the plat, thus, providing for the suggested changes. He is submitting it <br />back to the Planning Commission for their consideration. <br />2. A new large-scale preliminary plat drawing has been prepared and <br />submitted by Mr. Spear's surveyor. Reduced copies of this survey, <br />however, were not provided. The reduced copies attached are of the <br />previous proposal. <br />3. The changes are simple and are as follows: <br />A. The easterly most lot (Lot 3) has been enlarged from 90 <br />feet to 100 feet of frontage on County Road B. <br />B. The southeasterly most lot (Lot 1) has been enlarged from <br />85 feet to 100 feet of frontage on Cleveland Avenue. This <br />was done by eliminating the 15 foot strip along the south <br />side (Outlot A) which was proposed to be retained by Mr. <br />Spear and his wife who own and occupy the property <br />immediately to the south. <br />C. A 15 foot easement has been provided north/south through <br />Lots 1 and 2 as requested by the City. <br />D. A 6 foot easement for walkway purposes has been provided <br />across Lots 2 and 3 contiguous to the south right-of-way of <br />County Road B. This easement has been indicated as a <br />"six foot walkway easement" on the preliminary plat. The <br />
