DFLers and their supporting constit- uent groups say they are sympathetic but they scoff at the doomsayers. Because Minnesota has no "personal Property" tax on equipment and ma- chinery inside buildings, its taxes on manufacturing plants tend to be av- emge or slightly above average, ac- cording to a recent report by the state Revenue Department. Nobody seems to dispute that taxes on nonmanufacturing businesses, es- pecially office buildings and retail stores, is near the top. But the Reve- nue Department study found that property taxes in Minneapolis were not in the top 10 for the following hypothetical businesses: a high-tech- nology factory, a paper -products manufacturer, a printing -publishing firm and a food -processing firm.
