A little more than a <br />:week ago a half-do7en huein is own- <br />ers got in to see him and each told a <br />horror story about their property tax- <br />; es. Since then, Perpich frequently re- <br />peats the assertion by business <br />lobby-ists that their property taxes are the <br />highest in the country. <br />At -,the same time, some IR leaders <br />art warning darkly that Minnesota's <br />•antibusiness climate, like the green- <br />: 'Wbse effect, is on the verge of reach- <br />ing that critical temperature that <br />could force a mass evacuation of <br />oompanies and jobs. <br />DFLers and their supporting constit- <br />uent groups say they are sympathetic <br />but they scoff at the doomsayers. <br />They cite statistics showing that Min- <br />nesota's economy through the 1980s <br />has been the healthiest in the Mid- <br />west, despite similar warnings about <br />I business flight through all those <br />• years. <br />They say that higher taxes on busi- <br />'.. \, gess, to the interest of financing high- <br />; e . quality education and other public <br />'• services, is a proud Minnesota tradi- <br />tion , and one that has proven effec- <br />tive in creating a healthy and <br />pros -porous society. <br />#',,Those who oppose giving business <br />, ::,rhuch more of a break do not dispute <br />d •that the property taxes are relatively <br />I . They do dispute the assertion <br />dnat they are uniformly the highest in <br />the nation. <br />•'Tticy have a point. <br />Because Minnesota has no "personal <br />Property" tax on equipment and ma- <br />chinery inside buildings, its taxes on <br />manufacturing plants tend to be av- <br />emge or slightly above average, ac- <br />cording to a recent report by the state <br />Revenue Department. <br />Nobody seems to dispute that taxes <br />on nonmanufacturing businesses, es- <br />pecially office buildings and retail <br />stores, is near the top.
