The sketch also indicates tLat brick on the exterior of the building is <br />indicated as an alternative. Inasmuch as there are relatively few liquor <br />licenses to be issued in the City for off -sale purposes, it would appear <br />to be in the City's and the public's interest that such sites retail d <br />structures so approved be of reasonable quality. Most rece <br />nt structures in Roseville have been constructed of brick, which is not <br />considered an excessively expensive exterior treatment method these <br />days. <br />12. In the past few weeks, the staff has discussed various property <br />development proposals for this site for a number of potential users. One <br />of them was for a restaurant. If a restaurant is proposed for a portion <br />of the remainder of the building, the parking will be grossly inadequate. <br />Whereas retail structures (including an off -sale liquor store) require <br />five spaces per 1,000 gross square feet of building, a restaurant <br />requires 12 spaces per 1,000, or one space for each 2.8 seats, whichever <br />is greater. Thus, the Planning Commission and Council may wish to <br />question the applicant regarding the potential use of the remainder of <br />the structure. <br />13. Pending the outcome of the required additional dedication for <br />right-of-way purposes along County Road D, the proposal has merit <br />inasmuch as it provides a means for considerably upgrading the appearance <br />and function of the site. Though we reviewed various development concepts <br />for the site in the recent past, we have not had an opportunity to review <br />the proposal under consideration with the applicant. The Planning <br />Commission and Council may wish to consider approval with appropriate <br />conditions or referral back to the staff for more definitive details <br />covering the subjects of concern expressed herein. <br />
