Inasmuch as there are relatively few liquor licenses to be issued in the City for off -sale purposes, it would appear to be in the City's and the public's interest that such sites retail d structures so approved be of reasonable quality. Most rece nt structures in Roseville have been constructed of brick, which is not considered an excessively expensive exterior treatment method these days. 12. In the past few weeks, the staff has discussed various property development proposals for this site for a number of potential users. One of them was for a restaurant. If a restaurant is proposed for a portion of the remainder of the building, the parking will be grossly inadequate. Whereas retail structures (including an off -sale liquor store) require five spaces per 1,000 gross square feet of building, a restaurant requires 12 spaces per 1,000, or one space for each 2.8 seats, whichever is greater. Thus, the Planning Commission and Council may wish to question the applicant regarding the potential use of the remainder of the structure. 13. Pending the outcome of the required additional dedication for right-of-way purposes along County Road D, the proposal has merit inasmuch as it provides a means for considerably upgrading the appearance and function of the site. Though we reviewed various development concepts for the site in the recent past, we have not had an opportunity to review the proposal under consideration with the applicant. The Planning Commission and Council may wish to consider approval with appropriate conditions or referral back to the staff for more definitive details covering the subjects of concern expressed herein.
