Findings of Fact - page 5
Metropolitan Metals Recovery EAW
September, 1983
G. Air Quality and Noise
Process air emissio.s will not be significant since water -based, not
organic solvent -based# proces sing will occur at the facility. How-
ever, an air emissions facility installation and operating permit may
be required for the facility if hooding or venting to the outside air
is to occur or if a boiler is installed which mould trip permitting
requirements in Agency rule APC-3. Determination of the need for an
air quality permit will be made after completion of the designspeci-
fications for t:,a facility,Air Aspecs
toying systems for tine storage
and
emission surveillance/moni-
toring processing equipment will be required
under RCRA.
The only outside construction activity to occur will be installation
Of a secondary containment system as required by RCRA. Fugitive dust
emi.snions due to this activity will be kept to a minimum as required
by Agency rule APC-b, by watering or ceasing operations during periods
of high winds, .if necessary. All roads within this► facility
As such, reexetrainod are paved.
particulates due to truck ttikffic during con-
struction and operation of the proposed facility will be kept to a
minimum.
t+lo.lse Will result duo to truck traffic `doliverioet to the facility
and waste shipments to landfills: f om the facility,) . No residences
are located isseediatetly adjacent to the project site. The nearest
residence is locate aFpr+oxiseately 1800 foot to the south of the
sit@. Adverse noise "Pacts at the closest sensitive receptors will
be Minimized by the uses of properly scuffled equipment, routing of
truck traffic to avoid an adverse impact on theses receptors. and
limiting operations to daytime hours. As the truck lessee, KRC
will control all truck routings used for deliveries to and from the
facility. As such, noises iMPacts due to truck traffic will be
minimised since truck routings will conform to the city"s truck route
system.
Moreover, noise duo to handling of waste containors for deliveries
to and from the facility will be Kinimal since the loading/unloading
dock areas have openings which Are matched in size to the delivery
trucks. with this match, the loading/unloading operations are
essentially an indoor operation. (EAW)
H. soiid and Hazardous waste
Adverse impacts are not expected due to the storage, processing or
disposal of wastes from the facility.
