Attachment 1 <br />MEMORANDUM OF UNDERSTANDING <br />WHEREAS,Law Enforcement ndthe City ofRoseville <br />aLabor Agreement for the time period of January 1, 2022through <br />December 31, 2024(Local Number 436)(the <br />WHEREAS, the City retains all of its management rights in Minn. Stat. § 179A.07, subd. <br />1;and <br />WHEREAS, the Labor Agreement coversthe following job classification:Police <br />Sergeant (and <br />WHEREAS, in 2023, the Union represented other employees of the police department <br />during negotiations of aLabor Agreement covering the Police Sergeant job title, which included <br />market adjustments to wages in order to ensure retention of Police Sergeants; and <br />WHEREAS, the City intends the negotiation of the next Labor Agreement with Members <br />to include a market adjustment; and <br />WHEREAS, the City wishes tooffer the Membersretentionincentive pay, to retain <br />Members as employees of the City even though they are in the middle of the term of the Labor <br />Agreementandhave not negotiated a market adjustment; and <br />WHEREAS,continuetheiremployment with the <br />Cityfor a specified periodof 12months, as a means of maintaining adequate Department staffing <br />in the near term to serve the residents of the City;and <br />WHEREAS,the City wishes to offer the Members one retention incentive payment as <br />described in the attached and incorporated Exhibit A.; and <br />WHEREAS, the parties have agreed tothe terms and conditions relating to theretention <br />incentive pay and wish to memorialize theiragreement in this Memorandum of Understanding <br />. <br />NOW, THEREFORE, the City and the Union agree as follows: <br />1.ByApril 1, 2024, the City will offer its retentionincentive payment toallMembers <br />employed by the city beforeJanuary 1, 2024, in the amount described in Exhibit A. <br />2.As a condition of receipt of the payment, Members mustsign a written agreement that they <br />will continue their employmentwith the Cityfor at least 12months.Members who decline <br />tosign such an agreement willnot be eligible for the incentive payment.(A form of the <br />Agreement is attached and incorporated into this MOU as Exhibit B.) <br />3.Any Member accepting aretentionincentive paymentpursuant to this MOUwho <br />voluntarily leaves employment with the City prior tothe end of the12-monthcontinued <br />1 <br />DOCSOPEN\\RS160\\17\\934999.v1-2/21/24 <br />Qbhf!2:2!pg!342 <br /> <br />
