Draft <br />March 4, 2024 <br />Page 1 of 5 <br />1 City of Roseville <br />2 Streetlight Policy <br />3 Draft March 4, 2024 <br />4 <br />I.P <br />5 urpose and Need for Policy <br />6 The installation of streetlights provides a safer environment for the community in regard <br />7 to traffic and pedestrian safety. Due to limited funds and varying viewpoints of individual <br />8 property owners, as to the desirability of such installations, the City has established this <br />9 policy to define its streetlighting program. <br />10 <br />11 II.Policy Statement <br />12 The City shall adopt and utilize the following standard policy for the installation, <br />13 maintenance, and funding of streetlighting. It is important to establish a consistent, <br />14 equitable approach, relating to the method of selecting the locations for streetlights, to <br />15 insure fair and reasonable treatment for property owners. Streetlighting in all areas of the <br />16 City shall follow the requirements detailed below. <br />17 <br />18 III.Conditions <br />19 Allnew lights installed shall be full cutoff lights. <br />20 All new streetlighting must be consistent with the adopted City standards. <br />21 Variations to the City standard streetlight types will be allowed only by City Council <br />22 action. Extra costs associated with variations to the City standard, both installation and <br />23 ongoing operation and maintenance costs, will be the responsibility of the benefiting <br />24 properties. <br />25 All streetlighting designs shall consider industry standards, safety, uniformity, lighting <br />26 intensity and cost. <br />27 Qualifying requests for streetlights may be scheduled for installation in a subsequent <br />28 year if the City determines sufficient funds are not available in the current City budget. <br />29 On projects where pedestrian level lighting is installed, a continuous level of light <br />30 should be maintained for the design. Spacing would be determined applying <br />31 engineering standards. Spacing typically results in poles every 90 to 120 feet. <br />32 <br />33 IV. Streetlight Districts <br />34 To develop a rational approach to streetlight installation, the City Council in 1957, <br />35 established a policy to install streetlights at no assessment to ensure that the lights would <br />36 be installed where most needed and wanted. <br />37 <br />38 Since the need for lighting varies by adjacent use, different standards will apply as <br />39 follows. <br />40 A.Standard District <br />41 o This standard be used for all areas in the City unless they are defined as <br />42 Commercial, City Special or Enhanced districts as shown in Appendix A, <br />43 o Procedure <br />City of Roseville Draft March 2024 <br />Streetlight Policy <br />Qbhf!3:!pg!342 <br /> <br />
