Regular City Council Meeting <br /> Monday,May 20, 2024 <br /> Page 6 <br /> to talk about whether inspections should remain in the Fire Department. At some <br /> point there was talk about having some type of safety person who is removed <br /> completely from that service and that is their full duty. She asked for more <br /> information about what that thought was. <br /> Chief Brosnahan reviewed the inspection process with the Council. He explained <br /> over the last few years he has been in conversation with the City Manager and trying <br /> to work as a Fire Inspector Monday through Friday who would take care of the plan <br /> review, complaints, reactive inspections, permits, multi-family licensing, <br /> hotel/motel,and those types of things.He explained that is something he would like <br /> to get proposed in this next budget cycle as well. <br /> Councilmember Groff thought it was good that the City had most of its housing <br /> built in an earlier period so the homes do not burn so fast. <br /> Mayor Roe indicated as the City observes some of these trends, especially related <br /> to multiple calls with not having enough on-duty staffing,he wondered if it seemed <br /> to hit one shift more than others or one time of day more than others or if that would <br /> that be too optimistic. <br /> Assistant Chief Sjostrom indicated there is not a difference between the shifts but <br /> there is a difference between the time of day so that does lend itself to certain <br /> options for implementation. There are some things that the Fire Department can do <br /> in the intermediary to get to the end that might bring some relief and help but there <br /> is not any one shift that is affected more than any other. <br /> Mayor Roe asked if the Fire Department felt there was enough information to <br /> decide without having a staffing study. <br /> Chief Brosnahan explained having a third party be able to provide that feedback is <br /> essential. He did not know if it was required but more of a standardized way of <br /> providing that view for the City to be able to take a look at. <br /> Mayor Roe thought the Council needed to take a look at this further in greater detail. <br /> Councilmember Groff concurred. He wondered how much a study like that would <br /> cost and how much information would the City get out of it. He indicated this <br /> information and discussion has convinced him that the Fire Department needs more <br /> firefighters. <br /> Chief Brosnahan explained he cannot give an exact number, but he believed that <br /> because the Fire Department is not looking for a station location study and a lot of <br /> other things added to it, it is simply what is the appropriate level of staffing for a <br /> city like Roseville with the call volume and different dynamics.
