Regular City Council Meeting <br /> Monday, May 20, 2024 <br /> Page 7 <br /> number would be in the twenty-five-to-forty-thousand-dollar range for a study,but <br /> is an estimate. <br /> Mayor Roe thought a separate thing from looking at the 2025 budget, as a separate <br /> item to look at is what the 2024 budget would be if the City was at a nine to ten <br /> minimum staffing level and the appropriate apparatus. He asked what that would <br /> cost because then the Council could talk about whether the City would want to <br /> transition the over time and look at other items to have some further conversations. <br /> Councilmember Strahan thought there would be a transition regardless. She would <br /> think the City would have to look at building into that and maybe if the City had <br /> another opportunity to achieve another safer grant it would help the City grow into <br /> that and make it a lot easier on the budget. <br /> Councilmember Groff indicated he could see that as a transition and he did not <br /> think the Fire Department staffing would jump up so quickly. But on the other hand, <br /> when he does talk to residents, he does not hear anyone say to cut the Fire <br /> Department. He thought the residents wanted the City to have delivery of services <br /> and the residents understand all of those things. It is just a matter of the City doing <br /> this in a way that makes sense. <br /> Councilmember Schroeder asked if Maplewood's model seemed to make sense to <br /> the Fire Chief or if Maplewood just barely kept up by adding on. <br /> Chief Brosnahan explained Maplewood is barely keeping up as well but one thing <br /> to note about Maplewood is that city does provide full transport so there will be one <br /> unit that will be out of service down at Regions where Roseville's crew gets to clear <br /> and come back when Allina takes over. <br /> Mr. Trudgeon reviewed the thought behind the staffing study for the Fire <br /> Department. <br /> Councilmember Etten explained he had some skepticism about how much new stuff <br /> the study is going to discover versus figuring out the City needs firefighters. He <br /> wondered if a study would be done every three to four years to make determinations <br /> and he did not know what that end point is versus looking at some of the data <br /> provided, which is quite clear showing there is an increased need. <br /> Mayor Roe thought a longer-range look would be important to do at this point. <br /> Whether it is done as a study by a third party or whether the City takes a twenty- <br /> year look at where the Fire Department needs to be and tries to figure out if there <br /> is going to be a phase four so the City starts to know what that is already going to <br /> look like. He thought whether it is ten percent or five percent a year, it is <br /> somewhere in that range but does not necessarily see where that trend is going to <br /> start to fall. So, maybe for the foreseeable future, they are talking about a couple <br />
