4.1.1 Questions and Addenda <br />Respondents' questions, requests for clarification, or requests for more information about this RFP or <br />process must be submitted no later than 4 p.m. on August 16, 2024by email to: <br />Ryan Johnson, Environmental Manager <br />Ryan. Joh n son (c)cityofrosevi Ile. com <br />All questions and requests for more information and the City's responses will be summarized in writing <br />and emailed to all Respondents interested in responding to this RFP by 4:00 p.m. on August 28, 2024. <br />4.2 Assumptions to be used for Proposals <br />The City shall use the following assumptions for purposes of evaluating all proposals on the same basis: <br />♦ Annual recyclable tonnage collected curbside under the City contract = 3,000 tons per year. <br />♦ Annual recyclable tonnage collected at MDUs under the City contract = 550 tons per year. <br />♦ SDUs and other units that receive curbside service using curbside bins = 9,487 units. <br />♦ MDUs that will receive respective collection service = 7,486 housing units at 99 locations. <br />♦ Annual recyclable tonnage collected at City Parks = 8.5 tons per year. <br />4.3 Proposal Contents <br />Qualified proposals must include the Proposal Content Checklist (Form A) and all items listed on the <br />checklist. <br />4.4 Proposal Evaluation and Evaluation Criteria <br />4.4.1 Review Committee <br />The City will form a proposal review committee to review and analyze the details of the qualified <br />submitted proposals. Finalists may be invited to interview with the review committee to be held <br />September 18-27 (under the current schedule). The City may request tours of the Respondents' <br />designated MRFs during this interview period. Following the interviews and any tour(s) of the designated <br />MRF(s), the committee will recommend proposal rankings to the City Council. <br />Upon direction from the City Council, City staff will negotiate terms of the final contract with the top - <br />ranked Respondent. If negotiations with the top -ranked Respondent are not successful, the City will <br />negotiate with the second -ranked Respondent, and so on. <br />After a final draft Contract has been negotiated, City staff will present a recommended Contract to the <br />City Council. The City Council may then award the Contract and authorize staff to execute it. <br />It is anticipated the new Recycling contract will be executed by approximately October 21, 2024, and <br />collection operations under the new Contract will commence on July 1, 2025. Transition operations under <br />the new Contract, such as cart switches and related public education, may occur prior to collection <br />operations. <br />4.4.2 Evaluation Criteria <br />Table 2 displays the proposal evaluation criteria and category weightings that will be used to score and <br />rank proposals submitted. Respondents must meet minimum qualifications; this criterion will be <br />evaluated on a "pass/fail" basis as determined by the relevant experience, references, and capacity. The <br />remaining evaluation criteria categories will be evaluated according to the corresponding RFP sections <br />and weights itemized in Table 2. <br />RFP for City of Roseville Recycling Services . 6 <br />Page 62 of 185 <br />
