Attachment C <br />PHASE II: Stakeholder Insights <br />The purpose of gathering stakeholder feedback is to help us understand what is working and what’s not within <br />each of the core areas of your structure. I am proposing focus groups as a means for collecting feedback from the <br />City Council and department heads. In the Strategy Design Session (SDS), we can talk about any additional <br />stakeholder groups you may want to hear from that you haven’t already through the community input sessions. <br />Other options for collecting stakeholder feedback may include individual, confidential phone interviews which are a <br />common and highly productive stakeholder feedback process desired by my clients. People tend to speak more <br />freely, and it allows me to be the messenger of any difficult messages that need to be aired within the group. This <br />option is also available to youbutwas not included in thisproposal. <br />September 2024 <br />Focus Groups <br />City Council (5), Department Heads (9) <br />In our experience, focus groups provide the richest opportunities for gaining deeper insight and understanding <br />into the state of an organization.Focus groupsallow the facilitator to ask follow-up questions to understand <br />the underlying aspects of an issue. Secondly, they allow participants to build off each other’s ideas and to learn <br />from others’ perspectives. This level of sharingoften uncoversinsights not present in individual conversations <br />orsurveys. <br />At first blush, we are not recommending surveys as a means of gathering stakeholder feedback. Surveys are <br />bettersuited for understanding more concrete issues that don’t require understanding the interplay between <br />structures, processes and people.
