Attachment 1
Memo
To: Pat Trudgeon, City Manager
From: Michelle Pietrick, Finance Director
Re: Accounting Manager/Supervisor

Pat,

For the 2025 budget, I am requesting an upgrade of the Accountant position to an Accounting
Manager/Supervisor position. Over the past few years, the Accountant position has served as a
subject matter expert in regard to the City’s Financial software – both Springbrook and now
BS&A. The position has successfully trained and motivated junior accounting staff and effectively
filled the Assistant Finance Director position during its vacancy in 2022 during our audit.

Over the last four years, the Accountant position has taken on additional responsibilities to support
the Assistant Finance Director role and as result an Accounting Manager/Supervisor position is
proposed to be created to recognize the higher level of work and responsibility that the current
Accountant is doing.

In the new position, the Accounting Manager/Supervisor would directly oversee utility billing and
Reception staff. The Finance Department operates with a lean staff and we have been cross
training all positions to ensure coverage for various accounting functions.

Creating the Accounting Manager/Supervisor position will not increase employee count. The
employee currently serving in the Accountant position will be promoted to the Accounting
Manager/Supervisor position. The new position will provide a clear career progression within the
Finance Department, ensuring continuity and stability in operations should any vacancies arise.
Qbhf!248!pg!417
