Attachment 1 <br />M EMORANDUM <br />Date:August12,2024 <br />To:PatTrudgeon,CityManager <br />From:MatthewJohnson,AssistantParksandRecreationDirector <br />RE:RecreationSupervisorCedarholm:ProposedReclassification <br />As we have discussed, as we prepare the 2025 budget, Iam proposing reclassification of the Cedarholm <br />Recreation Supervisor Position (Grade 13) to Cedarholm Recreation Manager Position (Great 15). This <br />changeisimportanttoensurelong-termcontinuityattheCedarholmCommunityBuildingandreflectsthe <br />change in duties and expected outcomes since the construction of the Community Building in 2018. <br />RATIONALE <br />IncreasedWorkloadandChangeinDemandsatCedarholm: In2016,inanticipationofcompletionof <br />construction of the Community Building, the Golf CourseSupervisor Position at Cedarholm was <br />expanded from .75 FTE to full time, and the title was changed to Recreation Supervisor for Golfand <br />Cedarholm.However, to justify that .25 increase and add capacity for the Recreation Superintendent <br />position, additionalduties(supervisionofthecommunitygyms andneighborhoodicerinks)werealso <br />added.The net result was a full-time position, but very little added capacity to prepare for the <br />responsibilities that would be added when the Community Building opened. <br />SincethecompletionoftheCommunityBuilding,theworkloadatCedarholmhaschangeexponentially. <br />TheCedarholmCommunityBuildingservices200rentaland/oreventsperyear; <br />priortothe Community Building it averaged fewer than five rentals per year. <br />Cedarholmoffersmorethanten-recreationaleventsperyear(programmedby <br />Cedarholm staff); prior to the Community Building they did not offer any. <br />Cedarholmstaffsell beerandwine,includingforlargeevents.Until2020,Cedarholmonlyhad <br />3.2license:asignificantaddedresponsibility. <br />Thenewerbuilding,andlargerfootprintofCedarholmrequiresmore(andhigherquality) <br />custodial, maintenance, and capital planning. <br />Thekitchen/grillcontinuestobevexingandtakeasignificantamountofstafftime. <br />Thebulkoftheabovetasksaretheresponsibility(infull orinpart) oftheRecreationSupervisorfor Golf <br />and Cedarholm, in addition to the functions that existed prior to the Community Building (managing <br />seasonal staff, programming golf leagues, managing community gyms, etc). Simply put, Cedarholm is no <br />longer analogoustoother9holeorexecutivecoursesintheTwinCities,butmoresimilartoahybrid <br />community center and golf course.
