Attachment 1 <br />4. Candidate Experience: <br /> Enhancing the candidate experience has become crucial in attracting talent. A well- <br />structured and efficient HR team can ensure a smooth and positive recruitment <br />process, from application to onboarding. <br />Challenges Faced by HR <br />HR is currently focused on transactional tasks, such as keeping up with day-to-day operations, which <br />hampers our ability to align HR strategies with organizational goals. Furthermore, HR supports <br />various major initiatives, particularly those centered around equity and diversity. Implementing these <br />changes requires resources and time, which are currently inadequate. <br />Proposed Solution: HR Manager Position <br />The addition of an HR Manager would enable a clear distribution of tasks across strategic planning, <br />employee development, and daily operational duties. The HR Manager would handle responsibilities <br />such as establishing onboarding processes, conducting supervisor and manager training, managing <br />benefit programs, and overseeing legal compliance and policy implementation. This would allow the <br />Assistant City Manager to focus more on high-level strategic initiatives and organizational <br />development, ultimately aligning HR functions more closely with the city's long-term goals. <br />Conclusion <br />The addition of an HR Manager would allow for a more strategic approach to HR management, <br />ensuring compliance, enhancing efficiency, and better supporting the City’s workforce. This role is <br />crucial for handling the increased workload and addressing the complexities of modern HR demands. <br />Given the current hiring environment characterized by smaller talent pools and the need for rapid <br />responses to potential candidates, it is more important than ever to focus on strategic HR direction. <br />Additionally, the training needs of new employees have become more extensive, requiring dedicated <br />attention and resources. These factors were not as pronounced just a few years ago, making the case <br />for an expanded HR team even stronger. <br />I strongly recommend that this position be included in the budget for 2025 to ensure our continued <br />success and organizational growth. <br />Thank you for considering this request.
