ATTACHMENT 2 <br />90 potential licenseefails to obtain necessary zoning approvals prior to the City <br />91 receiving a request for certification, the City will inform the OCM that the <br />92 potential licensee does not meet zoning and land use laws. If, at the time the City <br />93 receives a request for zoning certification, there are no further intended alterations <br />94 to the building where the business is to be conducted, the City will also certify <br />95 compliance with building and fire code regulations, provided that the potential <br />96 licensee has obtained inspections prior the City’s receipt of a request for <br />97 certification from the OCM. Building and fire code inspections will be valid for 1 <br />98 year from completion. <br />99 <br />100 318.04 REGISTRATION OF RETAILERS. <br />101 <br />102 Retail Registration Required. Before making retail sales to customers or patients, all <br />103 Cannabis Retailers and Lower-Potency Hemp Retailers must register with the City. <br />104 Making retail sales to customers or patients without an active registration is prohibited. <br />105 <br />106 318.05 CANNABIS RETAILER REGISTRATION LIMITS. <br />107 <br />108 A. Cap on number of Cannabis Retailer registrations: <br />109 <br />110 1. The City will issue one registration per 12,500 residents in the City, except <br />111 that the city will not issue any registrations if there is one registration per <br />112 12,500 residents in Ramsey County. <br />113 <br />114 2. The number of registrations available will be calculated by dividing the <br />115 state demographer’s estimate of the City’s population by 12,500 and <br />116 rounding up to the nearest whole number. <br />117 <br />118 3. The City will update the number of registrations available based on the <br />119 most recent data available from the state demographer on January 1 and <br />120 June 1 each year. <br />121 <br />122 4. The number of registrations in the County will be based on the number of <br />123 registrations in the County on the day the application is received. <br />124 <br />125 5. If the number of registrations available within the City decreases based on <br />126 the County reaching the one per 12,500 threshold or the City’s population <br />127 decreases below a previous threshold, businesses with current registrations <br />128 will be allowed to maintain and renew their registrations but no new <br />129 registration will be issued. <br />130 <br />131 6.
