At the time of the second annual renewal, and each year thereafter, the <br />185 renewal fee must be paid prior to the City issuing any renewal registration. <br />186 <br />187 4. Initial registration fees and renewal registration fees are nonrefundable. <br />188 <br />189 F. A copy of a valid state license or written notice of OCM license preapproval; <br />190 <br />191 318.08 PRELIMINARY COMPLIANCE CHECK. <br />192 <br />193 Initial Cannabis Retailer or Lower-Potency Hemp Retailer registration shall not be issued <br />194 unless, prior to opening for operations following approval of an application for initial <br />195 registration, the applicant has passed a preliminary compliance check conducted by the <br />196 City to ensure compliance with this Chapter and any other regulations established <br />197 pursuant to Minnesota Statutes, section 342.13. <br />198 <br />199 318.09 BASIS FOR DENIAL. <br />200 <br />201 The City shall not issue a registration or renewal for any Cannabis Retailer or Lower- <br />202 Potency Hemp Retailer if any of the following conditions are true: <br />203 <br />204 A. The applicant has not submitted a complete application. <br />205 <br />206 B.The applicant does not comply with the requirements of this Chapter. <br />207 <br />208 C.The applicant does not comply with applicable zoning and land use regulations. <br />209 <br />210 D. If applicable, the applicant is found to not comply with the requirements of the <br />211 Act, this Chapter, the building code,or the fire code at the preliminary <br />212 compliance check. <br />213 <br />214 E. The applicant is not current on all property taxes and assessments at the location <br />215 where the retail establishment is located. <br />216 <br />217 F. If applicable, the maximum number of registrations, pursuant to Section 318.05 <br />218 have been issued by the City or within the County. <br />219 <br />220 G. The applicant does not have a valid license from the OCM. <br />221 <br />222 318.10 ISSUANCE OF REGISTRATION OR RENEWAL. <br />223 <br />224 The City shall issue the registration or renewal if the applicant meets the requirements of <br />225 this Chapter, including that none of the reasons for denial in this Chapter are true. <br />226 <br />RS160\\1\\975348.v5 <br />Qbhf!:4!pg!286 <br /> <br />
