<br />ATTACHMENT 4 <br />47 <br />48 PARK FEATURE. An attraction within a public park that is regularly used by minors, <br />49 including, but certainly not limited to, a playground or athletic field. <br />50 <br />51 RESIDENTIAL TREATMENT FACILITY. Any facility licensed or regulated by the <br />52 Minnesota Department of Human Services that provides 24-hour-a-day care, lodging, or <br />53 supervision outside a person’s home and which also provides chemical dependency or <br />54 mental health services. <br />55 <br />56 SCHOOL. Any kindergarten, elementary school, middle school, or secondary school, as <br />57 defined by public school as defined under Minnesota Statute Section 120A.05 or a <br />58 nonpublic school that must meet the reporting requirements under Minnesota Statute <br />59 Section 120A.24. <br />60 <br />61\[Note: the above terms are only needed if the City wants to require buffers between <br />62 these uses and Temporary Cannabis Events.\] <br />63 <br />64 SPECIAL SERVICES. The exclusive allocation of city resources, including, but not <br />65 limited to, city personnel, equipment, rights-of-way, property or facilities for use in <br />66 conjunction with a specific event or activity, as requested by the host or sponsor of the <br />67 event, or as requested by or on behalf of any person attending the event, or deemed <br />68 necessary by city staff in order to maintain public safety. Special Services shall include, <br />69 but not be limited to, any of the following: street closures; requiring police officers to <br />70 stop or reroute traffic; special police protection; stationing emergency vehicles at or in the <br />71 immediate vicinity of the event; exclusive use of city streets or property as a staging area <br />72 or for event parking; additional street cleaning and garbage removal services; special <br />73 signage, such as temporary no parking signs; the use of any city building, equipment or <br />74 other property for any purpose other than the normal operations of the facilities; or the <br />75 City otherwise providing exclusive services. <br />76 <br />77 TEMPORARY CANNABIS EVENT. A special event, held on public or private property, <br />78 hosted by an individual or an organization holding a Temporary Cannabis Event <br />79 Organizer license issued under Minnesota Statute Section 342.39. <br />80 <br />81 TEMPORARY CANNABIS EVENT ORGANIZER. An individual or an organization <br />82 licensed by the State of Minnesota to hold a Temporary Cannabis Event, as described in <br />83 Minnesota Statute Sections 342.39 and 342.40. <br />84 <br />85 319.03TEMPORARY CANNABIS EVENT, PERMIT REQUIRED. <br />86 <br />87 Any person or organization desiring to hold a Temporary Cannabis Event in the City <br />88 must first obtain a Temporary Cannabis Event Permit. <br />89 <br />90 319.04PERMIT APPLICATION. <br />91 <br />RS160\\1\\976665.v7 <br />Qbhf!21:!pg!745 <br /> <br />
