ATTACHMENT 4 47 48 PARK FEATURE. An attraction within a public park that is regularly used by minors, 49 including, but certainly not limited to, a playground or athletic field. 50 51 RESIDENTIAL TREATMENT FACILITY. Any facility licensed or regulated by the 52 Minnesota Department of Human Services that provides 24-hour-a-day care, lodging, or 53 supervision outside a person’s home and which also provides chemical dependency or 54 mental health services. 55 56 SCHOOL. Any kindergarten, elementary school, middle school, or secondary school, as 57 defined by public school as defined under Minnesota Statute Section 120A.05 or a 58 nonpublic school that must meet the reporting requirements under Minnesota Statute 59 Section 120A.24. 60 61\[Note: the above terms are only needed if the City wants to require buffers between 62 these uses and Temporary Cannabis Events.\] 63 64 SPECIAL SERVICES. The exclusive allocation of city resources, including, but not 65 limited to, city personnel, equipment, rights-of-way, property or facilities for use in 66 conjunction with a specific event or activity, as requested by the host or sponsor of the 67 event, or as requested by or on behalf of any person attending the event, or deemed 68 necessary by city staff in order to maintain public safety. Special Services shall include, 69 but not be limited to, any of the following: street closures; requiring police officers to 70 stop or reroute traffic; special police protection; stationing emergency vehicles at or in the 71 immediate vicinity of the event; exclusive use of city streets or property as a staging area 72 or for event parking; additional street cleaning and garbage removal services; special 73 signage, such as temporary no parking signs; the use of any city building, equipment or 74 other property for any purpose other than the normal operations of the facilities; or the 75 City otherwise providing exclusive services. 76 77 TEMPORARY CANNABIS EVENT. A special event, held on public or private property, 78 hosted by an individual or an organization holding a Temporary Cannabis Event 79 Organizer license issued under Minnesota Statute Section 342.39. 80 81 TEMPORARY CANNABIS EVENT ORGANIZER. An individual or an organization 82 licensed by the State of Minnesota to hold a Temporary Cannabis Event, as described in 83 Minnesota Statute Sections 342.39 and 342.40. 84 85 319.03TEMPORARY CANNABIS EVENT, PERMIT REQUIRED. 86 87 Any person or organization desiring to hold a Temporary Cannabis Event in the City 88 must first obtain a Temporary Cannabis Event Permit. 89 90 319.04PERMIT APPLICATION. 91 RS160\\1\\976665.v7 Qbhf!21:!pg!745
