<br />79 facility due to space and operational needs as well as the fact that the new MOC will need to use the <br />80 land currently occupied by the LPC. In addition, the removal of the Lexington Shoppes to make <br />81 space for the MOC, will also require the Parks and Recreation Department to relocate the dance <br />82 studio and summer staff office space. As part of the pre-design, it was intended that the City dance <br />83 studio and some office space would be located on the second floor of the LPC. If the LPC project <br />84 does not happen or is significantly reduced, the City will need to find space for the City’s dance <br />85 studio and seasonal office needs. <br />86 <br />87 A new facility for the LPC is important to construct as the continued operation of the LPC provides <br />88 convenient and efficient motor vehicle licensing and passport services to residents of Roseville and <br />89 surrounding communities. In addition, its operation helps reduce the tax levy needs for the <br />90 City. Annually, the LPC provides $200,000 of property tax relief for the City’s residents through a <br />91 transfer of dollars from the License Center Fund to the General Fund. <br />92 <br />93 As the City Council is aware, the approved pre-design plan for the City Campus was to tear down <br />94 the existing Lexington Shoppes building where the current LPC is located and relocate the new LPC <br />95 facility to south of Woodhill Drive in the area currently occupied by the City’s Maintenance <br />96 Facility. As this space will be available for use once the current Maintenance Facility is demolished, <br />97 staff proposes the LPC and dance studio be located on the City Campus as shown in the Civic <br />98 Campus Pre-Design Study. <br />99 <br />100 There are some options for the Council to consider regarding replacing the LPC. They include: <br />101 1. Closing the License and Passport Center <br />102 2. Leasing a new facility in a different part of Roseville <br />103 3. Locating the LPC on the former maintenance facility property as shown on the Civic Campus <br />104 Pre-Design Study <br />105 4. Consider relocating the LPC on the City Campus, but in a different place than shown as part <br />106 of the Pre-Design study, such as utilizing some of the existing maintenance facility structure <br />107 or keeping the LPC on the north side of Woodhill but in a new building. <br />108 Staff does not recommend the closing of the LPC due to the benefit it provides to community <br />109 residents both in services and property tax relief. <br />110 <br />111 Regarding leasing a new LPC facility elsewhere in Roseville, staff has not done any analysis or <br />112 review of possibilities. If that is the desired action by the City Council, a third party would be <br />113 needed to assist staff in locating a site, negotiating terms and conditions, and estimating the build-out <br />114 costs. <br />115 <br />116 Similarly, the City would need to hire a third party to evaluate the feasibility and costs of using <br />117 portions of the existing maintenance facility or relocating the LPC on a different part of the City <br />118 Campus.
