<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 5/5/2025 <br />Item No.: 7.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss and Approve Strategic Plan Goals <br />1 <br />2 Background <br />3 Over the past several months, the City Council and staff have undertaken a comprehensive strategic <br />4 planning process to align the city's operations with community aspirations and guide decision making <br />5 over the next five years. This process began in 2023 with the Envision Roseville community visioning <br />6 initiative, which established community aspirations for Roseville. These aspirations were shaped by <br />7 many months of public engagement and highlighted priorities that the community felt were important. <br />8 The community aspirations captured what residents value and hope for in their city's future. That input <br />9 became the foundation for the strategic plan, helping the city set goals that reflect community priorities <br />10 and eventually design objectives that move the city toward that shared vision. <br />11 <br />12 Council and staff collaborated in a series of facilitated strategic planning sessions to refine the city's <br />13 vision, mission, strategic directions and values. Attached are various documents that outline what has <br />14 been committed to by Council and staff. <br />15 Attachment 1 -2: Community Aspirations - These were adopted by the City Council after the <br />16 community visioning process (Envision Roseville) <br />17 Attachment 3: Strategy Tree - This includes the city's Vision, Mission, Strategic Directions and <br />18 Values <br />19 Attachment 4: Values definitions - Values that will be used to guide the city in its interactions, <br />20 operations and decision-making <br />21 Attachment 5: Desired Impact - These are big picture changes or outcomes we hope to see in <br />22 the community over time <br />23 Staff has been working on developing goals for each of the Strategic Directions. These goals are meant <br />24 to be broad, long-term outcomes the city wants to achieve in order to create the Desired Impacts <br />25 previously identified. Staff has spent considerable time and effort developing the strategic goals and <br />26 success indicators presented in this report. While the final product may appear succinct, each goal <br />27 represents the outcome of in-depth conversations that went far beyond simply drafting a sentence. <br />28 These discussions were grounded in community input, shaped by our organizational values, and guided <br />29 by an assessment of the city's capacity and resources. Staff engaged in fundamental conversations <br />30 about what success looks like for Roseville — not just in the short term, but for years to come. <br />31 <br />32 At the April 14, 2025 Worksession, Council received the draft goals and provided feedback, including <br />33 requesting staff work on an additional Goal #2 under Community and Civic Engagement. Council's <br />34 feedback and the draft new goal are included in Attachment 6 in a red-lined document. A table with the <br />35 updated goals is included as Attachment 7. <br />36 <br />37 Council is being asked to provide further feedback on Goal #2 under Community and Civic Engagement <br />38 and ultimately adopt the Strategic Plan goals and success indicators.
