<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 5/19/2025 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Resolution for Application to MnDOT Local Partnership <br />Program (LPP) Grant for the Snelling Avenue Pathway <br />1 <br />2 Background <br />3 In 2026, MnDOT will be resurfacing Snelling Avenue (TH 51) from Highway 36 to Grey Fox <br />4 Road in Arden Hills. As a part of their project, they propose to build an off-road path on the <br />5 east side of Snelling from Lydia to Asbury in Roseville and from Glenhill Road to Snelling <br />6 Ave North (Old Snelling) in Arden Hills. MnDOT is not proposing a path in between these <br />7 segments, from Asbury Street to Glenhill Road (Snelling Avenue Pathway). A pathway on <br />8 the west side of Snelling, north of Lydia, has been identified in the adopted Pathway Master <br />9 Plan. In addition, the same corridor is identified as a Tier 1 Corridor in the Metropolitan <br />10 Council’s Regional Bicycle Transportation Network (RBTN). Per Met Council, the “RBTN is <br />11 the official regional bikeway network that sets the region’s priority vision for planning and <br />12 investment.” Although the RBTN includes the neighborhood streets of Asbury, Ridgewood <br />13 and Glenhill in the possible connection limits, and that route is what MnDOT assumes a <br />14 pedestrian or cyclist will use, that route is an indirect on-road connection. A continuous <br />15 pathway from Lydia to Old Snelling would provide connection from Roseville, Oasis Park, <br />16 and Northwestern University to Mounds View High School, Valentine Hills Elementary <br />17 School, Bethel College, Lake Johanna Park and County Road E2 commercial businesses. <br />18 <br />19 Since the cities believe this missing segment provides a direct and coherent multimodal <br />20 connection both at a local and regional level, staff wishes to apply for MnDOT’s Local <br />21 Partnership Program (LPP) Grant program with Arden Hills. The grant provides funding in <br />22 accordance with MnDOT’s Cost Participation Policy which ideally means the grant will pay <br />23 for construction and construction administration for the pathway construction. Roseville and <br />24 Arden Hills would need to pay for the design engineering fees, for which Roseville intends <br />25 to use available Municipal State Aid Funds. If awarded the grant, funding is available in <br />26 June 2026 so construction would likely occur in late 2026 or early 2027. <br />27 <br />28 Policy Objectives <br />29 People and businesses prosper by using a reliable, affordable, and efficient multi-modal <br />30 transportation system that connects them to destinations throughout the region and <br />31 beyond. <br />32 <br />Page 1 of 2 <br />Qbhf!219!pg!226 <br /> <br />
