33 Equity Impact Summary
34 A pathway on the west side of Snelling Avenue from Asbury Street to Glenhill Road would
35 enhance walking and biking within the area as there are no other off-road pathways to
36 connect MnDOT’s proposed pathways to the north and south. This north-south pathway
37 segment would better connect neighborhoods, schools, commercial businesses, and parks
38 (as noted in Background above) for those too young to drive, those who don’t own cars,
39 and those who choose to walk or bike.
40
41 Budget Implications
42 The preliminary estimated costs of the pathway segment are $300,000 for construction and
43$50,000 for engineering. If successful, the MnDOT LPP grant pays for construction and
44 construction administration, so the costs to the cities would be the design engineering fees.
45 We would likely have a consulting firm design the project and pay for our share (estimated
46 at $25,000) with available Municipal State Aid (MSA) funds. Arden Hills would pay for their
47 share of the design engineering fees as well.
48
49 Staff Recommendations
50 Staff recommends City Council adopt a resolution authorizing application for MnDOT LPP
51 funds to finance the construction of the Snelling Avenue Pathway.
52
53 Requested Council Action
54 Motion to adopt a resolution authorizing application for MnDOT LPP funds to finance the
55 construction of the Snelling Avenue Pathway.
56
57
Jennifer Lowry, Assistant Public Works Director / City Engineer
Prepared by:
1.
