<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 7.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Review 2026 Property Tax Base changes, Legislative changes and <br />discuss City Council 2026 Budget Goals <br />1 <br />2 Background <br />3 The purpose of this item is to provide the City Council with an opportunity to offer early <br />4 guidance on budget priorities as staff begins preparing the 2026 budget. While the City <br />5 Manager is responsible for developing the proposed budget, Council’s input is critical in <br />6 shaping the direction and ensuring alignment with community values and strategic <br />7 priorities. <br />8 <br />9 The 2026 budget development process will be particularly complex due to significant <br />10 staffing requests from both the Police and Fire Departments. Early input from the Council <br />11 will help staff understand where to focus, what tradeoffs may be acceptable, and which <br />12 programs or initiatives should be prioritized or reconsidered in light of limited resources. <br />13 <br />14 This discussion will help ensure that the preliminary budget reflects the Council’s vision and <br />15 provides a foundation for more detailed deliberations in the months ahead. <br />16 <br />17 At the March 3, 2025, City Council meeting, the Council established a general timeline for <br />18 the 2026 budget process including the following key dates: <br />19 <br />20 <br />21 <br />Page 1 of 5 <br />Qbhf!79!pg!488 <br /> <br />
