<br />22 The next step in the 2026 Budget Process is to review the general budgetary impacts <br />23 resulting from changes in the City’s property values, the 2025 Legislative Session, and <br />24 other contributing factors. They are discussed in separate sections below. <br />25 <br />26 Impacts Due to Changes in Property Values & Tax Base <br />27 The Ramsey County Assessor’s Office posted its annual Report on Assessed Market <br />28 Valuations to their website in April 2025. It is an interactive website, and they are no longer <br />29 issuing a printable report. Highlights of the Report are shown in the following chart: <br />30 <br />31 <br />32 <br />33 In the aggregate, the market value for the median single-family home rose more (5.05%) <br />34 than all property types combined (4.61%). The commercial and industrial market values <br />35 increased and decreased depending on the sector, so there may be a shift in the overall tax <br />36 burden on the residential sector, depending on the proportion of residential property values <br />37 to the overall property valuations. More data will be provided by Ramsey County in late <br />38 August so we will have a better estimate of the impact of the market value and from <br />39 increases in the preliminary budget which will be presented in August. <br />40 <br />41 Budgetary Impacts from the 2025 Legislative Session <br />42 The 2025 Legislative Session ended after a Special Session on June 9, 2025, and there <br />43 weren't many bills passed that would impact the City. The League of MN Cities will post <br />44 the 2025 Law Summaries, which provides a re-cap of laws impacting cities, later this <br />45 year. Roseville did not receive funding to complete the OVAL improvements in the <br />46 bonding bill approved this session. Staff will be submitting a request for state funding for <br />47 the MN OVAL improvements if there is a bonding bill in 2026. <br />48 <br />49 Budgetary Impacts from Other Considerations <br />50 In prior years, we have used this opportunity to provide a summary of the potential financial <br />51 impacts of maintaining programs and services.
