64 flexibility in design), additional contingency (for change orders once construction begins) and <br />65 general conditions (indirect costs associated with a construction project, including administrative <br />66 costs, site management and temporary facilities). These contingencies and escalations are built into <br />67 the estimating process to protect against the risk of the unknown. Soft costs include design fees, <br />68 construction management fees, permits, surveys, testing, inspection, bidding and legal fees, City <br />39 purchase orders including property acquisition and furniture, fixtures and equipment (FF&E) <br />40 expenses. The actual costs will be different once final design is completed, and bids are produced. <br />41 The consultant updated cost estimates of the existing pre -design project, which were similar to what <br />42 has been previously provided for the CCPDS but higher for the LPCDS (Concept A). The overall <br />46 costs for the existing plan increased due to the increased size of the LPC footprint based on scope <br />44 verification and additional site work being allocated to this portion of the project. <br />45 Based on the results of the facility assessment, consultants developed a number of alternative <br />46 concepts that could repropose useable elements of the current public works garage (the 2003 <br />47 portions) (Concept B) for the license and passport center, and VFW and cost estimates for each. <br />48 Some concepts also briefly explored using the garage for additional recreation space. (Concepts B.1, <br />49 B.2, B.3). <br />so Finally, based on the pros and cons of the proposed concepts, and the condition assessment, the <br />51 consultant worked with staff to look into an additional alternative that would re -use the part of the <br />52 existing maintenance facility that is in good condition for continued maintenance operations and <br />56 minimize some of the other impacts of the project (Concept C). <br />54 All of the "Concept C" alternatives split the maintenance operations into two sites: with the bulk of <br />ss daily maintenance occurring south of Woodhill Drive in a significantly renovated and updated <br />56 maintenance center, and the yard and additional storage on the north side of Woodhill Drive. All the <br />57 Concept C options provide for a two-story LPCDC on the west side of the Veterans Park parcel with <br />sa an expanded shared parking lot with the VFW. This option somewhat reduces yard space, and <br />59 operational efficiency (compared to the original full Campus Master Plan), but it maximizes the <br />60 value of existing structures, allows the VFW to stay in its current location, and preserves a <br />61 significant portion of Veterans Park. The Consultants have further analyzed this option and provided <br />62 a cost estimate. <br />66 Understanding that Concept C is a significant change, staff consulted with the City Attorney and the <br />64 City's bond consultant and confirmed that construction costs related to the Maintenance Operation <br />65 Center in Concept C would be eligible for sales tax funds approved by the referendum. <br />66 To help summarize the pros and cons of each option, Attachment 2 identifies the costs as well as <br />67 well as staffs assessment of the impact to operations, building re -use, parking, impacts to Veterans <br />68 Park, and property acquisition. Cells with green shades indicate positive impacts or minimal risk <br />69 while cells that are red indicate negative impacts or higher risk. <br />70 BKV and their consultants will present the report (Attachment 1) to council. <br />71 <br />72 POLICY OBJECTIVES <br />76 The construction of a new Maintenance Operations Center and License and Passport Center (along <br />74 with the City Dance Studio) will allow the City to continue to provide needed and valuable services <br />75 to the residents and businesses of the community in a more efficient manner.
