Architectural & Engineering Services 2.3.F-2 Permitting Assistance The Consultant shall coordinate with the City and the awarded CMAR to prepare submissions and response documentation for required plan reviews and permitting. The Consultant team shall submit application materials for the following two agencies: o Sewer Availability Charge, SAC determination (Metropolitan Council). o State Plumbing Review (MN Department of Labor and Industry). The Consultant shall assist with preparing response information to plan review comments and issue change of work documentation as required. AHJ reviews include, but are not limited to: o Commercial Building Permit (City of Roseville). o Stormwater Permit (MPCA). o Watershed Permit (RCWD). Meetings: The Consultant shall attend coordination meetings with the City and awarded CMAR to confirm submission requirements and response responsibilities. Deliverable(s): Consultant to define the full scope. The required minimum is as follows: o AHJ application and submission documentation as needed. o AHJ plan review response documentation, narrative and/or drawing content o Change of work documentation as needed: If before bidding, revisions to be issued via Addenda, if after contract award, revisions to be issued via proposal request. 2.3.G Neighborhood Engagement Since the campus expansion project abuts a residential neighborhood and impacts a city park, the city is committed to engage with the neighborhood on the final design of the project by creating a Civic Campus Final Design Stakeholder Group. The overall goal of the engagement is to provide input and feedback to the overall project. It is intended that the group will ƚƦĻƩğƷĻ ğƷ ƷŷĻ ͻźƓǝƚƌǝĻͼ ğƓķ ͻĭƚƌƌğĬƚƩğƷĻͼ ƌĻǝĻƌ L!tЋ Spectrum of Public Participation. Specifically, the working group will provide feedback on overall site configuration, landscape/hardscape/streetscape buffering on the edges of the project, design elements of the building, and mitigation efforts to minimize impacts to surrounding properties. The working group will have three phases of the work; o Provide general feedback and input about the final design of the project to ensure concerns are addressed. o Review option/design proposals for the project that incorporates the feedback and input received from working group to maximum extent possible o Make a recommendation to the City Council regarding the final design. 2.3.G-1 Engagement The Consultant shall define the full scope of services required for completing community engagement. ŷĻƭĻ ƷğƭƉƭ ƭŷğƌƌ ĭƌĻğƩƌǤ ĬĻ ķĻŅźƓĻķ źƓ ƷŷĻ ƦƩƚƦƚƭğƌ͸ƭ ķĻƷğźƌĻķ ǞƚƩƉ ƦƌğƓ͵ YĻǤ 5ƚĭǒƒĻƓƷƭ ǞƚƩƉ ƭĭƚƦĻ responsibilities include, but are not limited to: o Prepare meeting materials. o Attend and lead engagement at three meetings. o Provide minutes and summaries of the meeting.
