1. General Information <br />1.1. Purpose and Goal <br />The purpose of this Request for Proposal (RFP) is to evaluate and select a Construction <br />Manager at Risk (Construction Manager) to provide pre-construction and construction services <br />for the Maintenance Operations Center (“MOC”) and a License & Passport Center with a Dance <br />Studio (“LPCDS”) at the City Hall Campus located at 2660 Civic Center Drive. This RFP is the <br />second step in the two-step process outlined in Minnesota Statutes, 471.463. The first step, <br />previously undertaken, involved issuing a Request for Qualifications (RFQ) for the purpose of <br />selecting a shortlist of qualified firms. Based upon evaluation of the responses to the Request <br />for Qualifications, this Request for Proposals is being issued to the short-listed Respondents in <br />order to solicit and evaluate additional information about the Respondent’s Project <br />Management Approach, Fee Compensation Structure, and to make the final selection of a <br />Construction Manager at Risk for negotiation of a contract with the City. <br /> <br />1.2. Project Description <br />The existing Maintenance Facility is located at 1140 Woodhill Drive on the City Campus and was <br />constructed in various additions starting in the 1960’s with the latest remodel/expansion <br />completed in 2003. The existing building has numerous challenges, including, but not limited to, <br />deteriorated building envelope for part of the building, limited vehicle storage, inadequate staff <br />space, and lack of yard space for operations. <br /> <br />The existing License & Passport Center and Dance Studio is located across Woodhill Drive at <br />2737 Lexington Avenue, a former strip mall, Lexington Shoppes, that the City purchased in <br />2018. The overall building is in poor condition and the size and layout are inadequate for each <br />city use. <br /> <br />In 2017, the City completed a Maintenance Facility Needs Analysis that identified space needs <br />for a new MOC. In 2021 commissioned a City Campus Master Plan that developed a framework <br />for long-term phased investment and redevelopment of the City’s Civic Campus. The next step <br />the City completed was a Pre-Design Study in 2022 that focused on phasing and cost for a new <br />LPCDS and new MOC. <br /> <br />In 2024 the voters in Roseville approved a local option sales tax to fund the MOC. The vote to <br />use sales tax to fund the LPCDS did not pass so in 2025 the city performed a Civic Campus <br />Update study. This study looked at different options to potentially re-use parts of the existing <br />city campus buildings to potentially save costs and impacts to neighboring property and <br />residents. <br /> <br />The Council ultimately approved going forward with the current project, which includes a new <br />2-story LPCDS north of Woodhill with a shared expanded VFW parking, and a split MOC on both <br />sides of Woodhill. Parts of the existing Maintenance Facility south of Woodhill would be <br />demolished and the 2003 portion would be remodeled and expanded. The Lexington Shoppes <br />building would be demolished and a new MOC yard, storage building, storage bins and fuel <br />system would be constructed north of Woodhill. <br /> <br />The services to the City may include multi-phased or multiple bid packages, and packages and <br />have complicated scheduling and coordination issues and the construction management <br />Roseville MOC and LPCDS 3 <br />PW25-01 <br />RS160\\21\\1038443.v3 <br />Qbhf!337!pg!:15 <br /> <br />
