<br />147 Signage on Roseville city property, including parks, the city campus, or city owned buildings, to <br />148 bar ICE from staging or engaging in detention activities. (Councilmember Strahan) <br />149 On January 15, staff posted signage on city property to reflect the existing City practice and long- <br />150 standing expectations for how parking lots at parks and City facilities are intended to be used <br />151(Attachment 8). These parking areas are designed to support individuals actively using City amenities, <br />152 programs, and facilities. The language of the signs are as follows: <br />153 <br />154 “Parking for Facility (Park) Users Only. Parking lot use is limited to active facility use while on premises. <br />155 Staging, storage, or other activities are not permitted without a permit.” <br />156 <br />157 The enforcement of this practice will be impracticable as it relates to external agencies conducting <br />158 immigration enforcement, namely due to the disparity in the number of personnel deployed by federal <br />159 law enforcement agencies as well as federal authority over local units of government. As a result, the <br />160 Roseville Police Department will not respond to calls from the public regarding use of city property for <br />161 staging or other uses related to immigration enforcement. Instead, we ask that when the public observe <br />162 a federal agency presence in one of the City’s parking lots, to email complaint@cityofroseville.com with <br />163 any information on what they saw. The City will document any activity in our parking lots for any potential <br />164 action by the city or other level of government in the future. <br />165 <br />166 Providing signage at minimal cost to interested private businesses within Roseville to ban ICE <br />167 on their private properties. (Councilmember Strahan) <br />168 Existing templates are available to download for free from numerous websites. An example is below <br />169(Attachment 9): <br />170 https://www.ilrc.org/community-resources/know-your-rights/solidarity-signs <br />171 https://www.ilrc.org/sites/default/files/2025-06/KYR_SIGN_ENGLISH_BLUE.pdf <br />172 <br />173 However, based on City Council direction, staff can provide signage templates to interested private <br />174 businesses that wish to ban immigration enforcement officials from their property <br />175 <br />176 Charge and prosecute any individuals, ICE or otherwise, who break windows, break into <br />177 vehicles, assault civilians, pull fire alarms, or cause other destruction of property or to persons, <br />178 to the full extent of the law. (Councilmember Strahan) <br />179 As has been observed to date, the external agencies conducting immigration enforcement have not <br />180 been cooperative with local officials. As a result, it may prove difficult for the City to pursue charges <br />181 against external agencies. The public should call 911 when they see a public safety incident. When an <br />182 incident is reported, public safety will respond as appropriate and gather available information and <br />183 evidence. If the facts indicate that a violation of law has occurred, the matter will be referred to the <br />184 prosecuting attorney for potential filing of charges. <br />185 <br />186 It should be noted that Ramsey County Attorney John Choi is working on creating a process for <br />187 coordinating the sharing of information between law enforcement agencies and his office incidents <br />188 where federal law enforcement officers use deadly force. In addition, the Minnesota Attorney General <br />189 has created an online portal for the public to report on the actions of federal law enforcement agencies <br />190 at: https://www.ag.state.mn.us/Office/Communications/2026/01/15_FederalAction.asp <br />191 <br />192 Issue an executive directive prohibiting city employees and law enforcement from assisting ICE <br />193 in civil immigration enforcement absent a judicial warrant, and banning participation in joint task <br />194 forces or cooperative arrangements related to civil immigration enforcement (Citizen Petition) <br />195 The City is a Statutory Plan B city under state law and does not have the authority to issue an executive <br />196 directive or order. RPD Policy 413 does not allow the Roseville Police Department to participate in joint <br />197 task forces related to federal immigration enforcement. <br />198 <br />199 Prohibit masked or unidentified law enforcement activity within city limits, requiring visible name <br />200 and agency identification for any enforcement action, and mandating disengagement where this <br />201 standard is violated (Citizen Petition) <br />202 This is addressed earlier in the report. <br />Page 4 of 7 <br />Qbhf!6!pg!269 <br /> <br />
