21(7) members of the community attended the meeting, mostly asking questions about the redevelopment <br />22 project but not about the comprehensive land use plan or zoning map designations (existing or <br />23 proposed). A summary of the Open House can be found as Attachment 4, which has been mailed to the <br />24 meeting attendees who provided their address. <br />25 <br />26 While most comprehensive land use map amendments and rezonings are necessary to permit a project, <br />27 the State Patrol Headquarters use could be permitted under the current land use guiding and zoning <br />28 classifications. The request by the Minnesota State Patrol to change to Institutional land use and <br />29 zoning classifications, although not required, are appropriate to ensure the use (state agency <br />30 headquarters facility) aligns with the intended purpose of the land use and guiding classifications for <br />31 civic, school, library, church, and similar uses. <br />32 <br />33 Beyond ensuring the use is in alignment with the purpose and intent of underlying land use and guiding <br />34 classifications, as a headquarters for the State Patrol, the facility has unique needs in terms of security <br />35 and limited public access. The public will have time-appropriate access to the main office portion of the <br />36 facility (west) and public training sessions will occur in the garage area directly east of the <br />37 courtyard. Given these unique security and public access needs, the Institutional district offers <br />38 allowances for site and building designs outside the typical standards, which make the Institutional land <br />39 use and guiding classifications more amendable than the Mixed-Use and Employment <br />40 classifications. More specifically, the Institutional district provides for the following Special or Object- <br />41 Oriented Buildings provision, as defined below: <br />42 <br />43 Special or Object-Oriented Buildings: In some cases, a uniquely designed building may be proposed <br />44 that is considered outside of these stated Standards due to its purpose, use, design, and/or <br />45 orientation (e.g. a memorial, special civic function, etc.). If such a building is proposed, then it may be <br />46 considered independently of these standards and would be subject to final approval by the City <br />47 Council. <br />48 <br />49 The City Planner has reviewed the proposed site plan against the zoning code for specific standards or <br />50 requirements that the proposed State Patrol building and site would require relief from if developed <br />51 under the current Mixed Use and Employment district zoning. Understanding these details is important <br />52 in comparing the magnitude of difference between the existing Mixed Use/Employment and proposed <br />53 Institutional land use and zoning classifications. Based on the proposed site plan and the existing <br />54 standards or requirements, the following outlines areas of noncompliance that would necessitate a <br />55 variance: <br />56 <br />57 B. Entrance Orientation: At least one building entrance shall be oriented to the primary abutting <br />58 public street. The entrance must have a functional door. Entrances shall be clearly visible and <br />59 identifiable from the street. <br />60 <br />61 The City Planner has determined the primary abutting public street (the street where the highest level of <br />62 pedestrian activity is anticipated) is Commerce Street. However, this Design Standard assumes the <br />63 public has access to the building via multiple entrances, which may not always be the case. Since the <br />64 State Patrol facility will have limited or time-appropriate public access, and because this needs to be a <br />65 secure facility, the plan before the City Council for approval includes several entrances. However, the <br />66 primary/public entrance is to be located on the west side of the facility, facing Snelling Avenue. The <br />67 facility does include other entrances, but those are secure and for employees of the State Patrol. These <br />68 include two entrances facing east and associated with the parking garage; two associated with the office <br />69 portion of the building adjacent to the courtyard; and one on the north by the trash and recycling area, <br />70 which is difficult to view due to the screen wall. Given the use of the building, the proposed entrance <br />71 orientations seem to be reasonable. <br />72 <br />73 D. Overhead Doors: Overhead Doors shall be located on rear or side facades <br />74 <br />75 The main purpose of this requirement is to eliminate garage or overhead doors from facing the primary <br />76 street or what is typically the front yard.
