Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: May 19, 2026 ITEM: 4.b. <br />ITEM DESCRIPTION: 2025 Waste Management Recycling Annual Update <br />Background <br />Waste Management recently produced their annual recycling report. Staff from Waste Management will <br />present at the meeting to review the highlights of the report and future recycling efforts. <br />The 2025 Annual Report is included in the PWETC packet, but attachments have been removed. <br />Attachments are addresses and notes, and will be summarized during the presentation. The recycling <br />contract requires the report to be reviewed by this commission per the following language: <br />3.4 Annual Performance Review Meeting to Discuss Recommendations for Continuous Improvement <br />Upon receipt of the Contractor's annual report, the City shall schedule a meeting with the Contractor and the <br />City's Public Works Environment and Transportation Committee. <br />• The objectives of this meeting will include (but will not be limited to): <br />• Review Contractor's annual report, including trends in recovery rate and participation. <br />• Review efforts the Contractor has made to expand recyclable markets. <br />• Review Contractor's performance based on feedback from residents to the Committee members <br />and/or City staff. <br />• Review Contractor's recommendations for improvement in the City's recycling program, including <br />enhanced public education and other opportunities. <br />• Review staff and Committee recommendations for improving Contractor's service. <br />• Discuss other opportunities for improvement with the remaining years under the current Contract. <br />• Discuss actions Contractor is taking to reduce its carbon footprint. <br />• Discuss low performing areas and Contractor's outreach efforts. <br />• Compliance with City's DEI initiatives. <br />Recommendation <br />Discuss recycling program with Waste Management staff. <br />Attachments <br />1.
