<br />-2- <br /> <br />nain to the existing twenty-four inch sewer now laying south <br />of Josephine Road along Fernwood, He pointed out that incidental <br />to the construction of this sewer at Josephine Road that lands in <br />the area which are not now platted or developed, but later can be <br />served by this sewer, will receive benefit from the improvement, <br /> <br />The other area of the proposed improvement, which centered around <br />County Road D at Wilder Avenue, Cleveland Avenue, and Raymond Avenue, <br />also required a sewage lift station in order to bring sewage produced <br />in the area to the gravity sewers of the Village leading into St,Paul, <br />This lift station is proposed at about eight or nine hundred feet <br />south of County Road D on the west side of Cleveland, This sewage <br />lift station will pump the sewage uphill and over to the area just <br />west of the intersection of Lydia and Prior Avenues which are not <br />now constructed where it will drain into a large existing sewer of <br />27 inch diameter at the intersection of Prior and Arthur, Mr, Short <br />indicated that the estimated cost of the improvement would be <br />approximately $160,0000000 He stated that the construction of this <br />improvement is feasible and recommended that it be undertakeno <br /> <br />Mr, Turnlund, the Village Clerk, presented a short resume of the <br />financing of the improvement 0 In substance he stated that as had <br />Mro Short indicated the total estimated cost of the project for both <br />the Josephine and Cleveland-Wilder areas was $160,000,000 The <br />assessments proposed to be levied for the construction of the sewer <br />were the same as those levied in the third sanitary sewer improve- <br />ment in the Village, which was concluded in October, 1961, It was <br />estimated that $70,000000 would be raised from assessments and that <br />$90,000,00 would be placed on general taxes to defray the cost of <br />the improvement, This would result in a front foot assessment of <br />$6,50 per front foot plus a $50000 connection charge, and an acreage <br />assessment of $450,00 per acre, If, as had been the practice in the <br />prior sewer improvements, the financing was spread over a twenty <br />year period the following effect would occur on general taxes. During <br />the first year after the project was assessed; i.e" if the sewer was <br />completed in 1963, the assessment hearing was held in the fall of <br />1963, the assessment and additional taxes would appear on the tax rolls <br />in 1964. In the first year the general tax levy would cause a ,45 <br />mill increase in general taxes. In the 20th year the millage rate <br />would represent .16 mills, making an average millage during the 20 <br />year period of .26 mills. <br /> <br />The Hayor then called upon all property owners and interested individuals <br />present to express themselves either for or against said proposed <br />improvement. The following appeared in favor of said improvement~ and <br />the substance of the view presented by them was as follows: <br /> <br />Juel Wold, 3083 N, Cleveland Avenue - favored the improvement but wished <br />clarification of the assessment policy regarding front footage and <br />acreage. <br /> <br />MINUTES <br />
