Richaru W, Turnlund, <br />Village Clerk <br /> <br />~fr 0 Turnlund also produced an affidavit of mailing th'3 assessment <br />hearing notice to all property owners appearing on th; County <br />Treasurer Q s tax roll wi thin 30 days prior to the hca:r.'Lll!~ against <br />whom assessments might be levied, <br /> <br />The Mayor called on the Village Engineer to make an explanation <br />of the proposed project, <br /> <br />Mr, Hanson, the Village Engineerjj stated that the project involved <br />the addition of two (2) 10 foot concrete roadway sections between <br />Pascal Avenue and Snelling Avenue, The addition of these two ten <br />foot sections would widen County Road B between Pascal Avenue and <br />Snelling Avenue to a total roadway width of 68 feet, In order to <br />achieve this width it was necessary to acquire 7 foot additional <br />right-of-way on either side of the street and in addition, in some <br />cases, to acquire a five foot construction and utility easement to <br />allow installation of water and maintain existing utilities in the <br />boulevard area. <br /> <br />The ~,layor called on the Village Clerk for an explanation of the <br />financing involving the improvement. <br /> <br />~tto Turnlund, the Village Clerkj indicated that the total cost of <br />the improvement was estimated to be $38,450000, Of this amount <br />$21,250000 was for acquisition of the additional right~of=way <br />necessary for widening the roadway from 268 feet between Pascal and <br />Snelling Avenue. The amount of $17j200,OO was projected to be the <br />additional construction cost of the two 10 foot concrete roadway <br />sections between Pascal Avenue and Snelling Avenue, to be borne by <br />the Village if this improvement was successful 0 Hr c Turnlund <br />indicated that the projected plans for financing the improvement <br />required that the property owners defray the entire cost cf right- <br />of~way acquisition and half the cost of additional construction as <br />an assessment against abutting property between Pascal ^venue and <br />Snelling Avenue. This assessment would be on a 20 ye..r basis with <br />equal installments of principal and a charge of 5% interest on the <br />remaining balance. ~tto Turnlund indicated that property o\V'ners were <br />at liberty to pay up the assessment at any time during the period, <br />
