Improvement ST-71-8

village Manager Raymond presented a letter from DR. LLOYD C.
NEILSEN, SUPERINTENDENT OF INDEPENDENT SCHOOL DISTRICT NO. 623.
Objected to being assessed the commercial rate in Improvements
ST-72-l4 and ST-7l-8 on the basis of the playground areas in-
cluded in the improvements. Further said that the cost of the
improvements exceed the benefits.

MR. MELVIN BARNES, 902 Lovell: Presented a letter signed
by 25 people in his neighborhood. They believe the cost of the
improvement is an unnecessary expenditure. They live in a dry
and sandy area and need all of the water for their lawns and
gardens. Asked why the natural drainage pond can't be left where
it is. Also asked if the apartment and nursing home in the area
would be assessed for the improvement.

MR. ARTHUR HOLMBERG, 985 County Road B-2: "I am right
next door to where they chop it off." Said his water goes to the
north and east - it does not go south. Asked why he and his
neighbors should be included in the improvement. Mr. Short
again explained that if an objection is made at the time of an
assessment hearing, the CQuncil would view the site to determine
whether or not there was a benefit.

~ms. JOHN SAZMA, 1065 Grandview: They have lived across
from the swamp for II years and have never had a drainage pro-
blem. None of the basements have ever been flooded.

MR. WILLIAM GALLATY, l007 Grandview: Asked if it wouldn't
be more economical to put the storm sewer in at the time per-
manent streets are constructed. Also asked if there would be any
cost to the people in the area for the surveys and studies that
have already been made.

MR.. MICHAEL STROM, 937 Grandview: Lives in the middle of
the block. Drainage is to the east. Thought this was an exten-
sive project just to drain the pond that exists there over to
WillOW Pond. Opposed to the improvement.

REV. EMANUAL LUNDBLAD, PRESIDENT OF THE ROSE OF SHARON
NURSING HOME, 1000 Lovell: They have a ponding area on their
property. Asked if it might not be less expensive to go straight
down Lovell to Lexington and take the water from there. Said
the improvement is needed.
