MR. ROBERT A. MURRAY, 2164 North Rosewood Lane: In favor
of the improvement. Has a wet basement and said there's water
over Rosewood Lane every year when it rains because of the pond.

MRS. GLORIA KAULS, 2020 West County Road B: She and her
husband own Lots 15 and 16 of Block 1 on North Rosewood Lane.
Commented that the Rose Hill Alliance Church objects to the
draining of the pond but she understands it will not be drained.
Also asked how the University plans to use these ponds for a
long range purpose if it doesn't propose to purchase the property.

MR. CLIFFORD WETMORE (Spoke before): Said the University
did not plan to use this property in an active way in a long term
proposal. Referred the question to Mr. Markowitz from the
University of Minnesota planning office.

MR. MARKOWITZ: The University made a study in 1971 to
determine how the St. Paul campus should develop in the future.
The architects looked at the campus within the context of a
small region around it which included all the way to Como Park
and to Minneapolis. In their analysis they saw a conceptual
framework of an open space system going through Como Park, ex-
tending through the University golf course, on to Midland Hills,
and into the Minneapolis Park System. They have no intention
of purchasing this property. It was simply looked ~r ao part
of a study of the St. Paul campus because of the total contQxr.

MRS. GLORIA KAULS (Spoke before): In favor of the improvement.
She and her husband had opposed a similar. improvement two years
ago for their County Road B address but believe now that it was
for the betterment of the community.

MR. JACK ROBINSON, 2235 North Rosewood Lane: He's one of
the persons who lives at the bottom of a hill but opposes the
improvement because he has no water problems. He thinks that the
problems were errors made at the time of construction that could
be alleviated. Further said if the engineering department would
crown the roads properly that would solve the problem and the
little water that comes out of the pond would go down the ditch.
He thought the village should spend a few dollars to correct an
engineering error rather than saddle the community with this im-
provement.

MR. DAVID WAMSTAD, 2195 North Rosewood Lane: His is the first
house east of the pond. Doesn't think this plan will solve the
problem when the drainage system that's already in doesn't handle
the water. Mr. Short replied that it depends on what the property
owners wish to do with the ponds.
