COUNCILMAN CURLEY: I'm throwing this at the people. Let
them think about it. One of these days if Northern States
Power comes out and takes down your existing three poles and you
start having vandalism, we'll get the same people who tell us
they're not getting service.

MRS. NORQUAL: I think if we had some set figures that we
could count on - I think people on Heinel Drive are a little
bit bitter because of the assessments they have had on streets
and everything else and they're feeling one more assessment
will be that much more.

MAYOR LINEBARGER: How many people here from Heinel Drive?
Among all these there were four or five interested at $10 and
at $12 there were two hands.

MR. NORQUAL: We feel we've paid and paid and two years
ago (inaudible) and they're going to be raised 15% to 2~/o and
we feel we're entitled to a street light without more assess-
ment.

MAYOR LINEBARGER: I agree with you and I wish Northern
States Power would put the allotted number in for you but they
won't do it.

MRS. NORQUAL: They seem to have picked on our little area.
We'd settle for what anyone else in Roseville has.

MAYOR LINEBARGER: Your story should be with Northern
states Power because they said they have to have the complete
package in order to recoup their costs. We want to treat you
fairly and I would vote for this Alternate 3 which would give
you credit for what we do to all the other people but it's still
because of the system that Northern States Power is insisting
on you're going to have to pay more. I think I have quoted the
Northern States Power position.

MR. JAMES MICHELS: A Medallion Home, when they laid it
out, looked like a funeral home. There are eight recessed
lights over the kitchen table. If there was no gas in the street,
they would pay you $50 to put in a gas - electric heater so you
wouldn't put in oil. That's their policy. I don't know how in
the hell an outfit like Northern States Power can tell you what
to do with our streets around here.

MAYOR LINEBARGER: But the street lighting system belongs
to them. I'm not arguing with you.

11
