MR. MICHELS: I think if the engineer says we want less lighting and it will do an adequate job - MAyOR LINEBARGER: Didn't you hear him say he'd been down there fighting and got them to drop from 14 to II? What more do you want him to do? MR. MICHELS: We look in other areas and find the lights 600 feet apart. There's just no rhyme or reason to it and these people just don't understand it. MAYOR LINEBARGER: I don't understand them either, but I think our Director of Public Works is convinced they've gone as far as they're willing to go. Maybe you with your persuasion can go down and talk Northern States Power into doing it. COUNCILMAN DEMOS: I would like to make a motion that we table this project. MAYOR LINEBARGER: Till when? COUNCILMAN DEMOS: I just said "table". MR. ROBERT BELL: You'd probably have to start allover again. COUNCILMAN DEMOS: I do feel we're kind of being had and I'm not an anti corporation person. I'm not 10~~ against Northern States Power. I do feel we're being had. In the first place I would like to have one light a block in my area and I feel their standards are too high and too rigid and I don't know what else we could do to break them down, but I think some- where along the line they've got to come to heel. MAYOR LINEBARGER: How do you propose to get them to come to heel? COUNCILMAN DEMOS: I don't know. COUNCILMAN BRENNAN: When Northern States Power puts these standards - we're hearing about standards - do they set the standards or does the Public Service Commission have anything to say about it. Can anybody answer that question? MR. JAMES ANDRE: I think those would be subject to municipal regulations. I think the only thing is this would come within the province of a franchise. 12
