11m. HAR.LAND HEDLUND, 3051 North Fe irview (Spoke before) ~
I'd like to ask on that section of drainage in red that you
show, those people on the east side of "airview where they got
the problem. what would be the reason for not turning that
drain and draining it d~vn into the storm sewer along County
Road If? Hhy couldn't that be all drained that way? That
\llould alleviate the drainage to the lake from that point, and
that's where it starts from.

rill. HONCHELL: You (inaudible) the drainage in the back
yards where all those arrows are running around. It's theoretically
possible to get it into Johanna. We have to dig down a
little to (inaudible) through some higher points. but it's
still possible. One of the major problems is. if you start
changing water in the watersheds you get into some complications
and who's damaging who (inaudible) the first time someone
floods (inaudible) Johanna and they will start screaming that
nature took the water the other way - you shouldn't have
done thiso We get into several agency problems when ~~e start
changing watersheds. If it runs in a different direction
we may really be spending as much money in red tape trying to
get the work done as effecting any solution.

I,m. HEDLUND: The reason I asked that question is because
before those homes were put in on ~fueeler-those homes that you
have the circles around - particularly the one at 3072 Fairview -
that was not flooded until the homes were built on Wheeler and the
natural way was toward Little Lake Johanna.

filR.HONCHELL: I think the difference is if a government
agency wilfully changes the water flow. But it could run in
that direction, and apparently at some time it did.

MR. HEDLUND: If that problem could be alleviated that '\;~ay
(inaudible) and the condition of the lake left alone, because it
has been the same for the last 25 years since I've been there.
you'd have a lot less problem and a lesser assessment to the
property owner.

NR. HONCHELL: You would not have a much smaller problem
because you're talking of the handful of (inaudible) north
on ~airview and all that is north of C-2 (inaudible) so you're
just talking about a handful (inaudible). You'd also have
to be constructing some system to the lake because they
would be picked up (inaudible) and we'd have the same comment

26
