J!.1R. HONCHELL: I don't understand what you mean.

COUNCILM~N GRAUFL: The funding for that improvement - would
that stand on its own?

MR. HONCHELL: That portion that would run to the -

COUNCILMAN GRAUEL: I guess the reason I'm asking is that I
do think that the proposal as submitted has merito I get from
the people that they're not interested in seeing the improvement
put in at this particular time. My own personal feeling is this -
is that it seems to me that whenever ?airview Avenue is built,
that storm sewer will have to be constructed in order to improve
?airview Avenue. ~~enever County Road C-2 is improved, I think
storm sewer is reouired and, certainly each segment as laid out
by the engineer will have to be built at the time it's required,
and should be built. I don't have any personal feeling one way
or another whether we go ahead with the improvement - that it has
to be built at this particular time, but I think we have an outline
here of what has to be done.

MR. HONCHELL: If ~II/e reduce the size of the project and, say,
take it the way Mr. Grauel is referring to it, it seems to me if
we don't do another thing, there are two things that are imperative
now. One is to increase the size of pipe between the first and
second segments of the lakeo and increase that 12 inch to 24 up
to T~Jilson Pond 0

COUNCILJ!.ffiN GRAUEL~ Can that be included with the reduced
project or could that only be handled l,Ji th the whole thing, or
what?

MR. HONCHF:LL: It could be done with a reduced project. The
problem is, who do you assess, and what proportion is for that
water that's going to be reaching that (inaudible) and going out
that outlet because it's difficult to divide the water up once
it hits the lakeo I guess I would have to do some thinking on
who I would charge because I don't know whose water it is that
would be going out that controlled outlet. It's not just the
water from the south.

ymYOR DEMOS: It's water that would be coming over the surface
from the north too.

38
