<br />WHEREAS, on October 13, 1998 Regor, Inc. (Roger Wilsey, Sr.) by letter <br />requested that the City move the proposed Twin Lakes Parkway right-of-way to Regor's <br />north property line, estimating that the current proposal would create a loss of 20% of <br />Regor property. <br /> <br />WHEREAS, on October 14, 1998 Alden Jensen, the attorney representing Eugene <br />Pikovsky's interests, requested and was sent the official maps for the right-of-way, in <br />which construction was noted to occur in 2001 or later. <br /> <br />WHEREAS, on October 14, 1998 the Planning Commission held Public Hearing <br />on the proposed parkway. <br /> <br />WHEREAS, on October 26. 1999 the City Council held a Public Hearing of <br />Proposed Right of Way. <br /> <br />WHEREAS, on October 26, 1998 the City Council Approved the Proposed Twin <br />Lakes Parkway Right of Way within an Official map to be recorded against each <br />property. <br /> <br />WHEREAS, on October 26, 1998 the City Council approved the "interim <br />alignment" of right of way at southeast corner ofPikovsky property, until such time as <br />final alignment could be implemented. <br /> <br />WHEREAS, in March 1999 the City submitted an application for an EP A <br />Brownfield Pilot specifically for Contamination Assessment ofthe Twin Lakes Parkway <br />area. <br /> <br />WHEREAS, in October 1999 the City received $200,000 from the EP A <br />specifically for Contamination Assessment of Twin Lakes Parkway area. <br /> <br />WHEREAS, in July 2000 a bus tour of the Twin Lakes Area for public policy <br />makers was held. <br /> <br />WHEREAS, in November 2000 strategy meetings of four key stakeholder groups <br />occurred, including property owners, area neighborhoods, key developers, and <br />government and non profit agencies. <br /> <br />The strategy meetings provided the following: <br /> <br />a. Background and history of Roseville and the Twin Lakes Master Plan <br />Process; <br />b. An outline of the goals and objectives for redeveloping the Twin Lakes <br />Area; <br /> <br />4 <br />
