Discussion on the strengths and weaknesses of each option <br /> <br />WHEREAS, on November 8, 2000 the Planning Commission held a hearing on <br />the amendment to the Comprehensive Plan as outlined in the Twin Lakes Master Plan. <br /> <br />WHEREAS, on November 27,2000 the City Council held a public hearing on the <br />amendment to the Comprehensive Plan as outlined in the Twin Lakes Master Plan. <br /> <br />WHEREAS, on December 13,2000 the Planning Commission recommended <br />approval of the Twin Lakes Master Plan concept and amendment to the comprehensive <br />plan. <br /> <br />WHEREAS, on January 8, 2001 the City Council approved a master plan concept <br />for the Twin Lakes Business Park, which constituted a conceptual comprehensive plan <br />amendment to the Twin Lakes Master Plan. The comprehensive plan amendment called <br />for a "mixed use" development of the Twin Lakes Area. <br /> <br />WHEREAS, on February 12, 2001 the City Council directed staff to complete <br />contracts for the Twin Lakes AUAR study by two consulting firms, DSU and SRF. <br /> <br />WHEREAS, on February 24, 2001 the City Council directed staff to officially <br />commence the Twin Lakes AUAR study ofthe recommended "concept - scenario 1" and <br />"retail scenario - scenario 1A" supplement to the Comprehensive Plan for Twin Lakes <br />using the services of consultants SRF and DSU. <br /> <br />WHEREAS, on May 7,2001 the City of Roseville completed and filed the AUAR <br />for Twin Lakes with the Environmental Quality Board (EQB) for publication on May 14 <br />for a required 30 day comment period that expired on June 13,2001. <br /> <br />WHEREAS, on May 14, 2001 the Council adopted a Resolution for submission of <br />a Livable Communities Demonstration Application for $1 million to assist in the .. <br />construction of Twin Lakes Parkway (The application was not funded due to no <br />developer identified for the project). <br /> <br />WHEREAS, on June 26, 2001 the Council did the following: <br /> <br />a. Held a public hearing and invited public comment regarding the findings of <br />the Comprehensive Plan supplement and the AUAR. <br /> <br />b. Approved by resolution the final supplement of the Comprehensive Plan for <br />the Twin Lakes Business Park area from "Business" and "Industrial" to <br /> <br />5 <br />
