14

people didn't know about it so some of the people are speaking
up about it now because they feel this is their only time to say
anything.

MR. DONALD ROSE, 2816 North Oxford: I was one of those who
signed the petition last summer. As explained to me, some of my
neighbors were having a drainage problem because of some
deficiency in the roadway. It was also explained that signing
the petition did not mean I was in favor of the project as
developed by the City. }1y wife and I bought our property back in
1947 and the old-timers then said that the street - Oxford Street -
the land had corne from the property owners on the east side and I
felt good about that because even though I had a deep lot and it
didn't bother me, I thought any improvement - widening the street,
for instance - the west siders would be expected to contribute to
that, so back in 1972 what does the City do but extend Aglen from
Judith to C-2 through the middle of my property so I want to
register in opposition to this because of the high cost of
developing the roadway and my 1972 e^~erience for which I'm still
paying pretty dearly.

MR. GORDON RHEAUME, 2874 North Oxford: I attended a hearing
here several months ago about the improvement of County Road C-2.
I was given to understand that improvement would end at Oxford
Street so I don't know how exactly to attempt to explain to you
what happened to my property which is east of Oxford Street,
but this beautification, and that's the only reason this was
attempted. They installed a bituminous curb. Now, if the natives
of shoreview or Arden Hills ever attempt to attack Roseville, I
would be very happy to furnish a foxhole and slit trench, thanks to
the engineering department of Roseville. Anybody can come and
I'll give them cake and coffee and this was not included in that
prior meeting.

MRS. JAN SPENCER, 2863 North Oxford: We have been residents
there for almost 13 years and I would like to talk to the
ecological issue. I feel the trees are important. As an
environmentalist I prefer green to black, which is what would
happen. I live at the very end and we would go into our yard
(inaudible) we would lose 17 trees, and the rest of the block another
ten and I can't see the aesthetic value of blacktop compared to
that. We chose the neighborhood because of its aesthetic feeling
and its (inaudible) value to the citizens there.

MR. GARRY ~~LKE, 2824 North Oxford: I guess I'm in favor
of the improvement. I would like to see the street stay the s~~e
width in, hopefully in some sort of conciliation with my neighbors
on the west that are going to lose property. I feel that the street
is in need of repair of some sort. I'm not an engineer so I don't
know what that is, but I feel that the street needs something and
I guess I'd like to see some sort of a gathering of the minds on
this situation. I see three factions - the ones that are totally
opposed to the proposal and the ones that don't really care whether
the street is 32 feet or whatever but would like it done, and the
