<br />20 <br /> <br />was again in August of 1976, 4 years and 3 months ago. Not very <br />long. We were doing that because the cost at that year was much <br />cheaper. We were starting at that mid-figure. It would take care <br />of those streets that would be built in 1977 and 1978, then it would <br />even out over the higher cost, and you see what the figure is <br />today - $14.50. It's double in 4 years and 3 months. But in that <br />period of time when we have accepted bids on maintenance materials <br />we have seen (inaudible) You have to know that maintenance products <br />come from oil and just as the cost of your gasoline goes up or <br />the cost of heating oil goes up, so do the cost of maintenance <br />products for streets. I believe this last year we saw a 67% <br />increase in one of the products. I'm saying to you the cost of <br />products is going to go up, up, and up. So it will not be $14.50. <br />In another four or five years there may be a leveling off, but an <br />article I read of oil costs in 1990 is prohibitive. In 1990 <br />it will take another big flare-up, but I feel the majority of you <br />have made the decision. <br /> <br />I didn't give in, and I'm proud of the vote I cast in 1976 <br />because everything I said that night has come to pass. <br /> <br />When you say to me that your streets have not been maintained, <br />I'm saying to you that the same number of dollars that fixed that <br />hole in 1976 isn't going to hold out. (inaudible) We have the <br />maintenance figures mile by mile but we don't just allow an <br />employeee to pull them out haphazardly (inaudible) because like we <br />heard that we build streets on general tax dollars, which we don't. <br /> <br />I believe that it's totally unfair to those people who have paid <br />across the board for permanent streets, and, yes, they have <br />maintenance. There'd be something the matter if they didn't <br />because they have (inaudible) but it would be totally wrong for <br />us to come down there and fill everyone of these little potholes <br />(inaudible) that was made out of road mix, and I saw it and know it. <br />It would be wrong for us to fill your potholes so they end up <br />looking like a permanent street and then let their maintenance go <br />and that's the only way the budget works. (Inaudible) I believe <br />we started putting $40,000 a year into base replacement. That is <br />not digging up a two block or three block street. That's digging <br />up a hole that (inaudible) If I'm not mistaken,the last time we <br />were up to $100,000. <br /> <br />MR. HONCHELL: About that. <br /> <br />~~YOR DEMOS: Two and a half times in four years. That doesn't <br />make me feel very good, but I feel that you people have spoken, <br />you have thrown in your petition with all kinds of signatures. <br /> <br />I guess that, yes, - I can't be less than frank. I believe <br />there were some selfish motives. I can't believe anything else, <br />but I'm going to go along with the majority,but it's the only time <br />that I have ever voted against my conscience. <br />
