21

COUNCILMAN CURLEY: What I say won't have too much meaning
because one Councilman has voted against it. These things are
tough decisions for a Councilperson to make because we're
damned if we do and damned if we don't. If we vote "no" the people
get mad, and if we vote "yes" people get mad.

I'd like to ask a question. How many of you people here,
if we would have told you tonight that that road exactly the way
it was set up by the engineer wouldn't cost any of you one dime,
would you be for it?

. . . . . People responding

That's fine, because you're never going to get it that way.
As a matrer of fact, it's kind of hard for us to sit here and
listen to the people that are against it when it's only costing
you 25%. That means you don't want it so why should the rest of
us help you pay for it.

COUNCILMAN FRANKE: I wasn't on the Council when they had
all the problems with the road, but I do feel that we would have
been wise at that time to have started an orderly progr~~ of road
reconstruction in Roseville.

I had the feeling tonight when some of you came in and some
of you began to speak that you felt we were up here against you.
When I ran for office in Roseville I ran to represent the interests
of the people of Roseville and I still feel that way, but I think
sometimes giving people what they want or what they think is best,
or what they think they want, does not serve your best interest.
I will oppose the project because it's what the majority of you
want, but in so doing, I apologize to the people who are for it
and the people who want better streets, who want Roseville to look
better, because I think that would have served your interest better.

COUNCILMAN KEHR: I am not here this evening to discuss engineer-
ing technology. or inflation. I believe that each and everyone of
you knows that within the past four and a half, five years when you
go to the grocery store, service station, go to buy a new auto-
mobile, you're paying a lot more today than what you did four or
five years ago and this holds true regardless of what kind of
program we would have embarked on four or five years ago - that
is, costs would have still gone up and it would not have been a
completed cost at those prices.

I too, when I ran for office, said I was going to follow the
wishes of the majority of the people. This I have done. I will
continue to do so, and my vote is negative.

~ffiYOR DEMOS: I want to say one thing that I think makes
sense. It used to be if someone came in to get a street built
prior to 1977 or 1978, you had to pay 100% of the reconstruction
costs. You did not get it at one-fourth and there was a feeling,
and I'm proud that it was my feeling as well as others, that this was
not fair because other people use our streets. You may live there
