You're <br />asking Murphy to pick up a (inaudible) of over $200,000 for a <br />road that is already functional. We have no trouble with ingress <br />or egress. We get out to the highway easily. I don't think <br />you have any complaint from the people that have the property in <br />that area. I think that Murphy would be willing to pay, as I <br />said before, a proportionately larger share, but not all of <br />the cost. (inaudible) position that we do not have a legal <br />responsibility based on no improvement to our property to <br />pick up the assessment, but we would be willing to pick up a <br />fair share of the assessment provided the city does not try <br />to put it all on our backs. <br /> <br />MAYOR DEMOS: Anyone else? HONCHELL: That's not spelled out in the normal assess- <br />ment policy. The roadway has been in existence for 17 years. <br />Routinely we design our roadways for 20 years before the next <br />improvement of whatever kind is going to be expected. I, there- <br />fore, felt that it would be at least reasonable to reduce the <br />assessment to 17/20 because they didn't get the last three year's <br />benefit from the previous roadway. <br /> <br />MR. ANDRE: I think this is another project where we have <br />to take a good look at the financing mechanism. <br /> <br />COUNCILMAN CURLEY: Who instigated it? <br /> <br />MR. ANDRE: (Inaudible) <br /> <br />MR. HONCHELL: We had a review session a few years ago of all <br />MSA streets in the city, and had an evaluation done and all the <br />roadways were prioritized and this was high in the priorities. <br /> <br />COUNCILMAN FRANKE: I can see what they talk about on Long <br />Lake Road (inaudible) Could we get by with just patching and <br />doing Terminal Road? <br /> <br />MR. HONCHELL: If you don't wish to do Terminal (inaudible) <br />that you leave it as is and try to do the best maintenance we <br />can. I don't think a patch job or overlay would be the best <br />expenditure. <br /> <br />COUNCILMAN FRANKE: Sending good money after bad. <br /> <br />MR. HESS: I think when you look at what's happening in <br />
