<br />F- 1 Cushman moved, Johnson seconded, that Ordinance 1024,
<br />adding Chapter 211 to the Roseville City Code regu-
<br />lating lawn fertilizer application, be adopted.
<br />
<br />Johnson moved, Matson seconded, that the motion be
<br />amended by deleting Section 211.030, (Regulations
<br />for Property Owners), and by changing Section 211.020,
<br />B. 2 to read: Fertilizer Sample. A chemical
<br />analysis of a sample of the lawn fertilizer shall be
<br />submitted to the City along with the initial applica-
<br />tion for a license, and, thereafter at least thirty
<br />(30) days before fertilizer composition changes are
<br />implemented. Said analysis shall be certified by an
<br />independent testing laboratory. Roll Call, Ayes:
<br />Johnson, fv1atson, Cushman, and Wiski. Nays: Kehr.

<br />Roll Call on motion as amended, Ayes: Johnson,
<br />Matson, Cushman, and Wiski. Nays: Kehr.

<br />H- 1 Matson moved, Johnson seconded, that Resolution 8222,
<br />supporting a proposal to the Minnesota Amateur Sports
<br />Commission for the construction and operation of a
<br />speedskating facility, be adopted. Roll Call, Ayes:
<br />Kehr, Johnson, Matson, Cushman, and Wiski. Nays:
<br />None.

<br />H- 2 Johnson moved, Cushman seconded, that a Special
<br />Council Meeting be established for Tuesday, December
<br />1, 1987, at 5:00 p.m. in the City Hall, for the pur-
<br />pose of meeting with affected property owners in the
<br />area of Al Kehr's proposed housing development, and
<br />also inviting Charles LeFevere, Consulting Attorney,
<br />to attend. Roll Call, Ayes: Johnson, Matson,
<br />Cushman, and Wiski. Nays: None. Abstain: Kehr.

<br />I-1 Johnson moved, Kehr seconded, that the meeting be
<br />adjourned at 8:50 p.m. Roll Call, Ayes: Kehr,
<br />Johnson, Matson, Cushman, and Wiski. Nays: None.
