Roseville has the lowest per capita expenditure <br />for tax supported functions at $252.62 - with the <br />average being $481 and the highest $740 (1985 <br />Data). <br /> <br />b. Roseville had the second lowest mill rate (1986) <br />of 13.5 compared with the average of 18.3. and <br />the highest being 25.7. <br /> <br />c. Roseville has the lowest number of employees per <br />1000 population at 3.2 vs. the average of 4.2; <br />and the lowest number of employees per 10 million <br />of assessed value at 3.1 vs. the average of 5.3. <br /> <br />6. For the past two years there has been a decrease in <br />City taxes on both the average value home and on a <br />home valued at $100.000. <br /> <br />1988 <br />1989 <br /> <br />Av. The City has improved the emergency medical services <br />to the citizens by making available advanced life <br />support systems. This is being provided by a private <br />non-profit health care organization and is <br />supplementary to basic life support services as <br />provided by Police Officers. The City also provides <br />a City-wide CPR training program. According to the <br />1987 telephone survey. approximately 1/3 of the City <br />residents have received CPR training from this or <br />some other source in recent years. <br /> <br />8. The City has an exceptional. competent and <br />professional staff. It has functioned as a team <br />under Mr. Andre's leadership, and is the reason why <br />services have been delivered to City Residents in a <br />smooth. efficient and cost effective manner. <br />Examples include: <br /> <br />a. The team was able to effectively perform under <br />stress during the 1981 tornado. The staff <br />planning for a possible tornado and the <br />subsequent team work was the key to handling the <br />devastating aftermath of the storm. <br /> <br />b. The City Public Works Director was named one of <br />the Nations top ten Public Works Director of <br />
