<br />Maschka moved, Thomas seconded, that the regular
<br />Council meeting scheduled for Monday, November 12,
<br />1990, be rescheduled to Tuesday, November 13, at
<br />7:30 p.m. because of the Veteran's Day holiday.
<br />Roll Call, Ayes: Maschka, Johnson, Thomas, Cushman,
<br />and Rog. Nays: None.

<br />REPORTS AND RECOMMENDATIONS
<br />Johnson moved, Cushman seconded, that Scott Toupal's
<br />request for a shoreline permit and variance, to allow
<br />him to build an attached garage to his existing house
<br />at 3082 N. Hamline Avenue, be approved. Roll Call,
<br />Ayes: Maschka, Johnson, Thomas, Cushman, and Rog.
<br />Nays: None.
<br />
<br />Johnson moved, Maschka seconded, that B-Dale Amoco's
<br />request for a temporary building to house equipment
<br />necessary to clean up ground water and soil contamina-
<br />tion at 2164 N. Dale street be approved with the
<br />following condition:
<br />
<br />1. That the structure be removed by November 1, 1993,
<br />and the site be restored to its current condition
<br />when the site is cleaned according to PCA and EPA
<br />standards. If the site does not meet PCA and EPA
<br />standards at the end of three years, the applicant
<br />shall request an extension to the permit.

<br />Maschka moved, Thomas seconded, that the city not
<br />appeal the Ramsey County District Court decision
<br />regarding Eleanor Gillespie's request for shoreline
<br />building permit, shoreline setback variance, and front
<br />yard setback variance at 2790 victoria. Roll Call,
<br />Ayes: Maschka, Johnson, Thomas, Cushman, and Rog.
<br />Nays: None.

<br />Maschka moved, Thomas seconded, that Eleanor
<br />Gillespie's request for shoreline building permit,
<br />shoreline setback variance, and front yard setback
<br />variance at 2790 victoria be approved so long as the
<br />home is not located any closer than twenty-six feet
<br />from the existing Victoria street right-of-way and at
<br />least thirty feet f~~ the high water line of Lake
<br />Owasso per the District Court Decision. Roll Call,
<br />Ayes: Maschka, Johnson, Thomas, Cushman, and Rog.
<br />Nays: None.
<br />
<br />Maschka moved, Cushman seconded, that the staff report
<br />of the June, July, and August, 1990 operations of the
<br />Knights of Columbus No. 4021 be accepted. Roll Call,
<br />Ayes: Maschka, Johnson, Thomas, Cushman, and Rog.
