<br />Johnson moved, Cushman seconded, that Resolution 8682,
<br />giving municipal approval to MnDOT for a preliminary
<br />geometric layout for the proposed Rice street project,
<br />from Larpenteur Avenue to County Road B-2, be adopted.
<br />Roll Call, Ayes: Johnson, Maschka, Cushman, Thomas,
<br />and Rog. Nays: None.

<br />Thomas moved, Cushman seconded, that Section 34.090 of
<br />the Roseville city Code be modified to remove the
<br />$1,000 exception for fire suppression systems or fire
<br />alarm systems when value of work does not exceed
<br />$1,000. Roll Call, Ayes: Johnson, Maschka, Cushman,
<br />Thomas, and Rog. Nays: None.

<br />Cushman moved, Johnson seconded, that Resolution 8683,
<br />authorizing the issuance and sale of $50,000 of Gen-
<br />eral Obligation Tax Increment Bonds of 1991 (Special
<br />Series), be adopted. Roll Call, Ayes: Johnson, Maschka,
<br />Cushman, Thomas, and Rog. Nays: None.

<br />Johnson moved, Maschka seconded, that the City Manager
<br />be directed to prepare an amendment to Chapter 201 of
<br />the Nuisance Ordinance by including a section on back-
<br />yard composting, for consideration at a future Council
<br />meeting. Roll Call, Ayes: Johnson, Maschka, Cushman,
<br />Thomas, and Rog. Nays: None.

<br />Thomas moved that a Roseville Community Fund and a
<br />Roseville Donor Advisory Board be established within
<br />the North Suburban Community Foundation as set out in
<br />the Agreement and Bylaws with Item G under "Membership
<br />in the Bylaws amended to read: "NSCF representatives
<br />(Rosevil1e residents) ~ members, and half of the
<br />Committee be women. Motion died for lack of a second.
<br />
<br />Cushman moved, Thomas seconded, that a Roseville Com-
<br />munity Fund and a Roseville Donor Advisory Board be
<br />established within the North Suburban Community Foun-
<br />dation as set out in the Agreement and Bylaws, and
<br />that the Roseville Donor Advisory Board be comprised
<br />of at least five women. Roll Call, Ayes: Johnson,
<br />Maschka, Cushman, and Thomas. Nays: Rog.

<br />Johnson moved, Maschka seconded, that a Roseville Com-
<br />munity Fund and a Roseville Donor Advisory Board be
<br />established within the North Suburban community Foun-
<br />dation; transfer of all net gambling profits received
<br />by the City to the fund, and authorizing the City
<br />Manager to enter into an Agreement. Roll Call, Ayes:
<br />Johnson, Maschka, Cushman, Thomas, and Rog. Nays: None.

<br />Rog moved that an opinion be requested from the Attor-
<br />ney General with respect to the feasibility of the
<br />City's gambling ordinance. Motion died for lack of a
<br />second.
