<br />Goedeke moved, wi ski seconded, that Ken Kath's revised
<br />plan for a single family residential unit that is
<br />approximately 570 square feet in size with an 866
<br />square foot garage attached to the space for his
<br />retail center in the southwest quadrant of Hamline
<br />Avenue and County Road C, be referred to the Planning
<br />Commission for review. Roll Call, Ayes: P. Johnson,
<br />Mastel, Wiski, and Goedeke. Nays: None.

<br />E-4 Goedeke moved, P. Johnson seconded, that Resolution RESOLUTION
<br />9148, providing for the issuance and sale of 9148
<br />$3,000,000 General obligation Tax Increment Bonds,
<br />Series 1995, be adopted. Roll Call, Ayes: P. Johnson,
<br />Mastel, Wiski, and Goedeke. Nays: None.

<br />Goedeke moved, P. Johnson seconded, that Resolution
<br />9149, amending Resolution 9146, setting a new date of
<br />sale for General Obligation Improvement Bonds, Series
<br />21, be adopted. Roll Call, Ayes: P. Johnson, Mastel,
<br />Wiski, and Goedeke. Nays: None.

<br />9150, receiving feasibility reports and scheduling 9150
<br />public improvement hearings for 1995 Pavement Manage-
<br />ment Projects (PMP) for the regular City Council
<br />meeting of Monday, February 13, 1995, beginning at
<br />7:15 p.m., be adopted. Roll Call, Ayes: P. Johnson,
<br />Mastel, Wiski, and Goedeke. Nays: None.

<br />The Roseville Human Rights Commission Essay Contest
<br />Award winners were introduced to the Council and read
<br />their essays. The winners were: First PlaCE!: Annalee
<br />Baker, Roseville Area Middle School, $50.00 and
<br />Certificate of Award; Second Place: Kate Colten, st.
<br />Rose of Lima, $35.00 and Certificate of Award; Third
<br />Place: Cathrynn Price, st. Rose of Lima, $20.00 and
<br />Certificate of Award. Honorable Mention cert:ificates
<br />were presented to: Josh Farr and Oiane Leutgeb of
<br />Roseville Area Middle School, and Stephen Jaeger, st.
<br />Rose of Lima.

<br />David Beahrs, owner of the J. R. Fielding Tobacco Shop
<br />on Lexington Avenue, voiced his disagreement with the
<br />practice of compliance checks by the Police Oepartment
<br />of establishments that sell tobacco products.

<br />
<br />Police Chief Zelinsky and Deputy Chief Alleva gave the
<br />history of the North Suburban Tobacco Compliance
<br />Project, of which Roseville is a part, and its support
<br />by City members, Mayors' Commission Against Orug
<br />Abuse, and concerned citizens. Council agreed that
<br />compliance checks are important and will con1:inue.
